1 January 2016 or 1 January 2017?

It can be literally read as having retrospective effect or understood to mean 2017. I'm assuming the latter.

Awesome!!!! I figure that a lot of complaints were pouring in, perhaps some done on the spot at check-in, so response is much more efficient than complaints about food etc.

Presumably it only works if the first segment is on CX. But not if it is BA, QR etc? Wonder if they will follow?

Wow! Have been on the receiving end of this previous "enhancement" and am very happy to see it being taken back. Great stuff!!

I am curious how it came to this in the end. Complaints to the hotline? Luggage left at transit airports because people were unaware for whatever reason? Complaints to check-in agents?

If first segment is BA or QR, then they are tagging the bags so its their rules.

Is 1 January 2017 the flight date or ticketing date?

cxfan1960: I would imagine ticketing date is irrelevant for this.

Enjoy through-check benefits when you are travelling on separate tickets
We listened to your feedback and we are pleased that we are revising our previous through-check policy.

Starting from 1 January 2017, Cathay Pacific and Cathay Dragon as a courtesy will once again through-check you and your baggage to your final destination if you are travelling on separate tickets. This means you no longer have to collect at arrival and check in your baggage again with your connecting carrier, thus allowing you to enjoy a smoother travel connection with our airline partners. You will still be subject to local passenger security or customs policies.

However, through-check may not be possible if your travel begins with an airline that does not provide a separate ticket through-check service. Please contact your originating airline directly for more details.

Passengers with connecting itineraries booked on a single ticket or connecting between Cathay Pacific Group-operated flights will be through-checked to their final destination.

Please visit our travel information page for more details.
Do you have a link for this?

I would suspect that a lot of people had connections at the intermediate destination (eg. HKG-XXX) that are too short and had no choice but to leave the bags behind and later file a claim at the final destination.

Since the bag tag to the intermediate destination (XXX) is on CX 160, CX had to pay for the bag to be sent from XXX to the final destination and delivered to the passenger's home/hotel. This ended up costing CX more than it would had they simply checked the bag through.

And since HKG offers the service of asking the transit desk to arrange to pick up and retag the baggage for you, maybe they have become deluged with these requests and therefore actually increasing costs and misconnects.

OW shouldn't have started this at first place.
