So are the problems this far limited to people who need to verify a new device, or are people with established devices having issues? I have seen people mention the former but not so much the latter.
The writing was on the wall about scratch off pin going away, but I would be surprised of it occurred in such a drastic, effed up fashion. Though it SHOULDN'T surprise me based to the track record of RI/BHN.

Supposedly just safes that need email verification. I can get into one of mine but the other two are sending me the ghost email link. And look at this company. They wont give any notice when closing the safes. They didnt give any when switching to them. Its not like they would email us.I have never gotten an email from them other than a verification. And they dont have our address. They dont care. Dont you think if this would happen through a reputable financial system they would contact there customers? These idiots wont even post something on the site telling people of the problem. They most certainly would close up shop without informing us.

Agreed. I haven't been comfortable with the whole safe arrangement from the beginning. It really felt like a haphazardly thrown together stopgap measure to keep money flowing until they get the swipe reload infrastructure in place. I'm not sure if I want to trust them with any more of my money or not. I'm leaning toward not.

I've been fighting for 3 months to get $1000 back. I've made over 10 phone calls....I've spent so much time on this. Every time you call they will say to give them 20 business days to look into the issue. They seem to always have computer issues, be changing systems, they say people are no longer in the department, etc, etc. If I sue them in small claims, I'm not even sure how I would collect.
MS is fun but when things go wrong---they really eat up a lot of time.

Success, Via T-Mobile Visa CS Call
Like several others reporting in this thread, I was (once again) stymied in my efforts to load ReloadIt packs to my safe. I was asked to verify my device via an e-mail link that never came. I called ReloadIt and was told that the system was (once again) down for repairs and, while an exact time of restored service was not available, they had been assured that it would be up and running Monday.
Google led me here, and I started to lose faith that I'd ever recover the funds associated with those packs.
I thought I'd try the number on my T-Mobile Visa, as that's where the ReloadIt funds were to be deposited (and afterwards offloaded via Bill Pay).
They were great.
The initial call yielded a second level "ticket" and the second rep deposited the funds directly into the T-Mobile debit card.
The first rep had suggested changing the method for loading the debit card, but the second rep said that, while the ReloadIt site is down, they'd be happy to load the packs directly, just like we did tonight.
They were really nice and very helpful.
YMMV, but worth a try IMHO.
