Not only is it closed, but it no longer exists. The construction area for the new lounge (which likely would have been open already but for COVID) completely encompasses the space formerly occupied by the pop-up. On a positive note, all indications are that construction on the (massive) new United Club has resumed.
The pop-up lounge in C-1 (on the 90s pier) is still there but remains closed.

I'm mostly surprised that they would open the C club before the F club at ORD due to the nature of travel patterns during this pandemic. Yes international travelers are more likely to be out of C but the F gates have been jam packed given how busy less business-centric destinations have been. I would usually be in/out of F maybe 3-5 times a year our of my ~100 flights. The past 12 months it's been 10+ times out of my 30 flights.
As noted above, it's also a far nicer (and larger) Club than C so if you had a long layover (which seem more common these days given sub-optimal schedules) it would be worth walking to.

hard to argue reduced demand given frequent reports of clubs being packed (in the ones that are actually open).

Now that the capacity is 25%(ish) and the ORD club averages a ~80% load across the day (longer periods of time "packed" and shorter "deserted") that's still only 20% (net down 30%) of pre-pandemic capacity and the fact that it's not completely "full" would suggest to at least some bean counters that there's more demand to be absorbed by that club before it warrants opening another.
Now of course that ignores all kinds of factors like the fact that the ORD UC is the most convenient UC for maybe 1/5th of the UA gates at ORD and only really viable for about 1/3-1/2 of the gates or really long connections, some people won't want to spend time an a mosh pit of a club and will just keep walking when they see a line out the door (see my last trip through ORD) so will not be registered "demand", etc.

In my view, the primary inconsistency is UA citing lack of club members traveling as a basis for not reopening clubs, while at the same time providing such a crappy experience at such a limited number of clubs that no one in their right mind would pay to renew their membership.
It may be that UA is counting on its hub captives / corporate captives / Chase card captives to keep the UC revenue stream flowing. But if I were a Club Card holder, I wouldn't be feeling very good about that annual fee.

The problem with keeping the lounges closed is the strong likelihood additional members will refuse to renew their memberships or switch credit cards to a more robust option like the Amex Platinum which grants access to a fairly wide array of lounge options - less revenue for the lounges, means fewer amenities and more pressure to permanently close additional locations. It becomes a self-fulfilling problem.
I am sure United must have clear data that shows the percent of current travelers who are lounge-eligible, even being able to forecast potential demand by analyzing future bookings, and make a realistic call on opening lounges ahead of demand spikes to people are not disappointed - because failing to do so and offering a limited number of over-crowded locations will just result in additional non-renewals.

It depends on what direction United wants to go in domestically- are they competing with spirit/ allegiant where lounges are not a draw or with DL and AA. If the latter then they have to open lounges sooner rather than later or risk losing customers. For me if prices are similar I will choose the airline with lounge access.
Scott Kirby talks about zero emissions. Maybe he plans to achieve that by alienating UA frequent flyers and keeping clubs closed.
I have two DL and two AA flights this week and look forward to being in their lounges.
ORD UC is hard to use when my arrival is in B and my departure is in C. This has happened four times in the last week. Maybe UA doesn't even want the open lounges to be used?
