Sounds like Buenos Aires. Despite having a "non-smoking" room at the Park Tower Buenos Aires, every Junior Suite I tried (three in all, all supposedly non-smoking) had a hint of smoky smell (and ash-trays in the bedside table drawers). Everyone smokes down there...

Reminds me of the Crowne Plaza in Niagara Falls, NY. Most of the rooms are non-smoking and all of the bus loads of overseas tourist don’t' give a rats you know what and smoke like chimneys regardless of the room type they had and the smoke would find their way into every room.

Does your reservation at the W Seoul say that it is a smoking room?

No mention of smoking or not, so my guess is they let people smoke in it. I've not read any complaints of smoky smell regarding this hotel, so I'm hoping they do a decent job of cleaning/freshening the rooms between stays.
