I heard online they weren't doing them ex-Japan anymore, and Jetstar also not doing ex-Japan ODU's, I have not confirmed this in person though... I assumed it was some sort of new Japanese rule

I was quoted the same USD $1,500 supplement to upgrade Z -> F on BKK-ZRH (operated by LX). I wonder if it has something to do with the difference between the Z and C or J fares.

If you are flying from Europe to Thailand, I recommend LX as they do codeshare flights with Thai Airways, and they are cheaper than booking from Thai Airway's website.

Only the outbound (BKK-ZRH) was operated by LX, on an LX flight number. The inbound ZRH-BKK was operated by TG, though it was an LX codeshare on an LX-issued ticket. Same $1,500 supplement in both cases.

Ah, that may be why. I tried to do that in Zurich transfer desk, and they quoted me very expensive price. Apparently the same is true if you request an upgrade on board.
When I did my upgrade, I went to the TG ticket desk before checking in. This might be a better way perhaps?
