New version of the rule sheet posted on the oneworld web site
I cannot spot any changes, other than there is now a matrix showing Class vs No of continents

Anyone else here, like me, who's been waiting for QR to join OW fully for the xONEx SEZ benefit? For those who don't know, OW service to SEZ ended years ago, and they haven't updated the xONEx fares ex-SEZ because there's been no OW service, so it's irrelevant. Thus they are absurdly low. QR has daily SEZ-DOH service, raising the possibility of getting a verrry cheap AONEx ticket.
QR joined the Global Explorer fares on 1 March. I called the AA RTW desk to try to get one right at the start. When I called in the morning, the agent told me that they were still loading the fares into the system and I should call back in the afternoon. When I did (and I randomly got the same agent, -- he remembered me), the fares had been loaded, but they were also current. I checked on an AONE3 (I think) ex-SEZ, and it was USD $10,800. I had been hoping for half that. Darn.

Same as HRE and NBO for AONE4 (so presumably SEZ is in Africa as well and thus AONE4 minimum possible.)

It might have been an AGLOB34, now that QR can be included in a Global Explorer
I've tried checking GLOB fares ex-SEZ using KVS, but nothing is showing ... yet

I checked it for another thread last night and am getting the same thing now. The only RTW fares (any airline, any class) showing up ex-SEZ in EF are AF filed SkyTeam First class xRTWSKYx fares.

89,246SC for an FRTWSKY1 doesn't look too shabby (~$7000 for 38K miles in First)
Interesting that the F fares are still stated in SCR whereas the C fares are in USD (and they are more expensive $11K for the CRTWSKY1
)

It is in Africa for the new Global Explorer rule sheet - it is one of the African countries listed in the exception allowing a second visit to Europe
2F3. For travel to/from or via Ghana/Kenya/Mozambique/Nigeria/ Rwanda /Seychelles /Tanzania/Uganda two permitted in Europe/Middle East when one is a transfer without stopover between Ghana /Kenya /Mozambique /Nigeria /Rwanda /Seychelles /Tanzania/Uganda and another continent.

SEZ has had fares loaded for quite some time when oneworld did have service there (BA IIRC). When they pulled out, the fares stayed in the system but were not bookable.

Yes. The xGLOBnn fares are now showing in KVS (they didn't show 3 days ago)
The fares are in USD, not SCR
And they match what you listed - the higher fares that is
for example, your listing below has two fares shown for each of LGLOB34, DGLOB34 and AGLOB34
KVS still doesn't show the OWE fares - xONEx
but I guess that is fair enough, because QR is not yet in OW
Still, we should now be able to book Global Explorer fares that start from/include SEZ
And since SEZ is in Africa, an ex-SEZ ticket can end anywhere in Africa

Actually there are ex-SEZ xONEy fares, just that y>=4. Looks like pretty good deal to me if actually usable (but doubt it).
