CBR now included in Australia transcon retrictions
New version of rules dated 30 November 2009

Only change I've spotted is:

4. FLIGHT APPLICATION/ROUTINGS

(l)Within Australia - only one nonstop/single plane service flight is permitted between the following points:
BNE/CBR/CNS/SYD/MEL - PER
CBR/MEL/SYD - DRW
MEL/SYD - BME
...
