I went back to the application and noticed the security certificate is expired. That is probably why the applications aren't being processed. I got this message: "We're temporarily unable to complete your application. Please resubmit your application or try again later. Thank you for your patience."
I don't think there is anything to worry about. Chase confirmed the offer is still alive.

Called to see if I could get the offer over the phone but CSR confirmed that the offer IS expired and tried to offer me the 40k mile offer instead. Told him they need to remove the 60k offer ad off the MileagePlus homepage.

Is this worth doing with the 40k offer or no? This would be my first mileage bonus. I am actually planning on making a large purchase next month and that is what got me thinking of opening up a new card with a spending bonus offer for miles. Are there any others that I should look into (ie spend certain amount in x months) instead of this one since the offer was lowered?

I would hold off if the 60K offer is gone for the time being and go for the Chase Sapphire Preferred instead. This card currently (but limited time!) comes with a 50,000 UR points sign-up after $3000 spend and these points transfer to UA at 1:1 ratio almost instantly, so it's effectively a better offer. Not to mention that those points also transfer to other partners, which gives you greater flexibility when planning travel.

Explorer is a relatively new product, so I would expect another "special" sign-up offer to be available in the future.

You can't call and get the 60K offer over the phone. That's why they are offering the 40K mile offer. At least that is what I was told when I called the application line. They even said I should apply online. Then when I called Lending Services they verified the offer is alive. Now seeing the security certificate expired on their website it makes sense the site cannot complete the application now.

UPDATE:
I called Chase Lending to see if my application went through. They were unable to locate it so I explained I was concerned the offer for 60K miles expired. She did a lot of digging and came back and said the offer was still alive. She wouldn't tell me when it expires but said I should try back in a couple hours. She did say since it was 60K miles she thought it would be a short promo. I'm taking her advice and trying to get this before it's too late. Also, I called the number they gave earlier and they could only offer the regular 40K promo. She said the 60K is available online only.
Question what number did you call? And would I be able to apply for that by phone? Because the number I called said they only see the 40K offer. Because I was not sure if my application went through or not last night that was why I called.

Looks like I was the first person to get screwed over on the offer. I sure hope it is back. Because I have a CO card I got before the July deadline. And did not want to cancel my card.

I had a long call with Chase today. I was told they're having an issue with passing along the MP account number?? They had to open a ticket and I gave them my MP number. They said it will take up to 48 hours but they will add my MP so the application will go through. I'm not real sure what this really means. All I know is they said reapply in 48 hours and it should go through. I said I had other friends with the same issue and the woman at Chase said everyone would need to call and have the MP added manually. This seems odd and it doesn't really make sense but I will report back if I am able to apply or not. Im wondering if Chase is correcting the issue so only targeted individuals can apply. Just a guess. Initially they thought the system was rejecting the application because I previously had the United Card but that seems unlikely.

Does anyone know what the minimum credit limit they give out on this card is? Due to my short credit history Chase isn't likely to give me another 5k if it's a signature card since they didn't want to on the Sapphire preferred...had to close out my United visa with a 5k limit in order to get that approved.
