CURRENT POLICIES
  • JULY 8 - Fully vaccinated U.S. travelers flying domestically — including island residents returning home — will be allowed to bypass Hawaii’s quarantine and pre-travel restrictions, as long as they upload their vaccination records to the state’s Safe Travels website and arrive with a hard copy of their vaccinations records. https://www.flyertalk.com/forum/hawaii/2044877-those-fully-vaccinated-anywhere-us-eligible-bypass-quarantine-july-8th-new-post.html
  • JUNE 15 - Fully vaccinated travelers who received the vaccine in Hawaii are now exempt from Safe Travels
  • JUNE 15 - Regardless of their vaccination status, travelers are allowed to fly between islands without having to take a COVID test or quarantine.
SAFE TRAVELS PROGRAM
  • AFTER JANUARY 3, 2022 The mandatory 5-day quarantine is required for all unvaccinated passengers (visitors and returning residents) arriving into the state of Hawaii.
  • Additionally, operations, including peer-to-peer platforms or sharing services, may not rent vehicles to any person who is subject to a 5-day traveler quarantine order unless an exemption is granted.
  • Travelers flying into Hawaii are required to register personal information into the Safe Travels application; the information will be used to aid officials in contacting travelers via phone, email, and SMS. It does *not* currently enable GPS-tracking of travelers via their mobile devices.
  • Travelers are exempt from the mandatory 5-day quarantine if testing is completed no more than 72 hours before the departure time of the final leg of your flight to Hawai‘i with proof of a negative result.
    • The state of Hawai‘i will ONLY accept Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA) lab test results from TRUSTED TESTING AND TRAVEL PARTNERS. A negative COVID-19 test result is required prior to departure to avoid quarantine in Hawai‘i.
    • If results are not available by time of arrival, quarantine necessary until test results received.
    • All travelers (returning residents and visitors) of all ages subject to pre-test requirement.
    • Individuals are responsible for testing costs.
    • Travelers (returning residents and visitors) are not able to test upon arrival in Hawaii because this is a pre-travel testing program.
    • No commercial COVID-19 NAAT testing will be provided upon arrival at the airport. Travelers without the pre-test will be in quarantine.

HNL is in HI. Thus, the segment arriving into HNL is the "last leg."

WN is just an air carrier and can't give you legal advice. It will either be wrong or confusing. But, the HI official website is quite clear.

Folks, I will be flying from LAX to OGG via HNL quick transit. LAX to HNL flight is on Sunday, March 14, 9AM
Is this the right step?

1. Register for safe travels account now
2. Thursday 3/11, anytime after 9AM, take PCR covid test.
3. Saturday, March 13, after 9AM, upload test result to safe travel
4. Download the Maui Health app.

Is this the right sequence?

That's our plan too; just departing out of SAN. I bet we're on the same final leg to OGG on Sunday. Watch out for tired looking dad with DD and rabble of her pandemic pod besties.

-- Follow up on the Return leg -- OGG-HNL-SAN -- the OGG-HNL is a transit --- does it need testing for this prior while on the island???

For 3. you can upload your test result any time, as soon as you get it. It is only the health questionnaire that has to be done within 24 hours of departure. So:

1. Register for SafeTravels account now. Create trip and add in trip details now.
2. Thursday 3/11, anytime after 9AM, take PCR covid test.
3. When test result received, upload to SafeTravels
4. Saturday March 13 after 9am, fill out Health Questionnaire in SafeTravels. Receive QR code by email.
5. Download Maui Health app
6. At airport, if your airline participates, go to airline check in desk (or gate or however your airline/airport does it) for pre-clearance wristband. This speeds up your arrival big time.

Transiting through HNL separate PNRs

Same question...any recent experience transiting through HNL in route KOA with the inbound (UA) and onward (HA) on separate tickets? This is a complication of not being able to use United electronic travel vouchers on partner airline flights....

I fly in/out of OGG all the time and am really not familiar with HNL but have read on here that it's similar. I see lines ranging from a few minutes to as much as 1.5 hours. I haven't seen the latter for a while since a good portion of people do the wristband pre-clear. A lot of it is just timing... if a couple wide-bodies land right before you it can be quite a wait.
DEN UA flights to HNL have the wristband preclearance thing. It is set up at the gate. Just queue and show your paperwork to get your wristband.

so how does it logistically play out? Test and preclear in DEN, get a wristband.....

check bags through to KOA and just go over to the inter-sland terminal? If you have to do the bag retrieve / recheck, that ok?

then what happens in KOA? Wristband gets you through 2nd island arrival same day?

Not sure about bags, but you still need a T-72 hr. test to get to KOA: “Interisland passengers arriving to Hawaii County have two options to proceed without the 10-day quarantine: either test for COVID-19 via a trusted testing and travel partner no more than 72 hours before traveling to Hawaii Island and receive a negative result, or be tested after arrival. Individuals may break the self-quarantine to receive an approved test. A negative post-arrival test would allow the traveler to be released from quarantine.” My understanding is that the wristband just gets you past the covid screening line in HNL. I’m doing the same thing as you next month, so let us know.

I can't help with the question about bags but can tell you the wristband thing at the gate of your departure is super quick. At least on Alaska it is. I hope others are too. There are gate agents moving around the terminal seating area making sure everyone that needs it has a wristband. It literally takes them 30 seconds to verify your info and issue the wristband (not sure why it takes Hawaii state employees 5-7 minutes to do the same thing but I don't want to start a private sector v. government argument). Anyway, as long as you have your Safetravels account in order and have hard copies of test results, the wristband thing should be super quick.... and at a time when you're just sitting around waiting at the terminal anyway.

I’m probably asking too basic a question....but do you get a separate QR code for each leg? How do the KOA staff know to treat you as a transiter as opposed to an inter island traveler?

You need a QR code for the island you land on directly from the mainland and a separate QR code from your connection point to your destination.

More people are getting vaccines. What is the requirement for this type of tourists?

The current policies do not make accommodations for fully-vaccinated travelers.
