I posted this in another thread I created a few days ago, as I was having similar issues getting our Passe Sanitaire. In case you're not following the thread, here's this morning's positive update. The "get your butt out of bed in the middle of the night" strategy does in fact work:
"Well, following the advice that seemed too good to believe, I created a new dossier right before bed last night (11:30pm EST). Woke up at 5:00am this morning, still "Under Construction". Got back on the computer at 5:00am EST, deleted the dossier and made a new one for my wife. Logged out, did the same thing for myself. Logged back into my wife's account five minutes later and... the Passe Sanitaire had been approved! Logged back into my own account -- approved! Could hardly believe it. I've been to France more times than I can count and this does ultimately make sense. Because their bureaucracy in general is as nonsensical and frustrating as it gets. Kudos to the Flyertalk and TripAdvisor community for figuring out the workaround. Our original applications sat in purgatory for over three weeks." So the key does seem to be getting a fresh dossier into the queue during early French business hours (Monday - Friday) |

so you submitted at 5:00EST? How is that middle of the night? Maybe I missed something in your post.
Some of the earlier good advice was coming from someone who was on Pacific time, so 5:00am EST is 2:00am PST hence my reaffirming middle of the night. |
I filed second attempts for myself and my daughter at 12:30am EST, no luck. Our first attempts have been waiting since 9/28. I will delete the second file and try again tonight and probably all week if not successful.

I guess that is the kind of logic one must adopt to deal with bureaucracy! |
Off Topic:
In case there's anyone reading this who never reads up on lounges (just goes to whatever is the closest) I would skip the YotelAir lounge in the L gates wing of terminal 2E at CDG. We were flying AirFrance to LAX out of this wing. Check-in took 10 minutes as the counter agent focused on hotel check outs. We were told it would take just five minutes to get to our gate, but the lounge is outside security so it was more like 25 minutes. The lounge was out of almost everything. Ever their coffee make was out of order. |
Success! Submitted 3 applications right after midnight EST. Near-instant approval for all of them. Used the same account for all three (using the "add file" action). Deleted the files I had submitted previously that didn't go through. Thanks to all who posted helpful info!

This is nuts. Submitted my second applications for 2 people at about 8.05am French time. No action after 20 minutes so resubmitted both files, both accepted within 5 minutes.

Correction, these were my 3rd and 4th applications, first was 2 weeks ago, second yesterday about 6:30 am French time, third this morning around 8am French time and 4th around 8:30am French time, accepted.

I know most want instant approval, but if you don't get it, let the process play out. No need to panic, the site says 25 days for approval.

A question for those who received recent approval. How did you submit your documents? PDF? JPEG? Some online reports suggest more success with JPEG.
