All internal restrictions removed:
  • Belgium - No border restrictions (per IATA, no restrictions; per Belgian government, "This does not apply to travelers coming from a country with a new variant of concern.").
  • Bosnia and Herzegovina - No border restrictions.
  • Bulgaria - No border restrictions.
  • Denmark - No border restrictions.
  • Croatia - No border restrictions.
  • Czech Republic - No border restrictions.
  • England - No border restrictions.
  • Estonia - No border restrictions.
  • Finland - No border restrictions.
  • France - Some border restrictions remain for non-vaccinated pax coming from some non-EU countries. Masks required on some public transport (Nice).
  • Germany - No border restrictions.
  • Greece - No border restrictions. ​
  • Hungary - No border restrictions.
  • Iceland - No border restrictions.
  • Ireland - No border restrictions.
  • Kosovo - No border restrictions.

Internal restrictions generally removed, but masks still needed in some situations:

  • Italy - No border restrictions. Face mask rules extended to 30 September on public transport and indoor settings.
  • Lithuania - No border restrictions but masks required on public transport.

European airlines not requiring masks on board:
  • Network-wide: Norwegian, Czech Airlines, Smartwings, Flyr, Widerøe, BRA, TAP, Brussels Airlines
  • On some routes:
    • airBaltic - Recommended on all flights, but only required where origin/destination has a mask mandate. List not available.
    • Air France - Required where origin/destination has a mask mandate. List not available.
    • Air Serbia
    • Austrian - Required where origin/destination has a mask mandate. List not available.
    • British Airways - Required where origin/destination has a mask mandate - list available on BA's website
    • Croatia Airlines - Required to/from Germany
    • EasyJet - Required where origin/destination has a mask mandate.

    • Swiss - Required where origin/destination has a mask mandate - list available on Swiss website.
    • Wizz Air - Required where origin/destination has a mask mandate, list not available.

On Timatic for Germany as the destination there's only covid restrictions if coming from China. IATA still hasn't updated it yet but other than China there's no restriction on entry or a requirement for testing or vaccination.

Regarding Germany, I no longer see the plan to mandate boosters for transit travel starting October. So it looks like the scrapped the whole plan, for now, with the exception of China. Restrictions could but may not resume in the fall. Correct?

I don't think you can predict anything that far ahead. For the moment it looks to be free of any restrictions. The China thing looks to be down to reciprocity. See here for the latest official information:

For France, I'm a bit confused on what is considered fully vaccinated when they say "within 270 days of second shot and booster".
The difference of time between my second pfizer shot and my booster is more than 270 days, and it has also been more than 270 days since I got my booster. Am I still considered fully vaccinated?

As long as you have had an mRNA booster, you are fully vaccinated for France. At this time, the booster doesn't expire. The wording is confusing.

What’s the deal with Netherlands? They remain one of the more notable countries that’s still a bit strict relative to its neighbors. Are there talks about them loosening up soon?

Huh? There are absolutely zero restrictions in the Netherlands at this moment, the sole exception being it still upholds the EU entry ban for non-vaccinated pax. No distancing, no masks (except some medical facilities), no closures, no QR codes, no tests, all events are on like normal, etc. All gone.

any chance they’ll either take down the non-vaccinated ban soon? Or at the very least switch to France or Spain’s rule where testing is also adequate?

Most of Europe already dropped the requirement. Some of those countries that keep it only do so because EC recommends it (and they don't want to create a loophole), but that recommendation is no longer logical as most member states ignore it. Hopefully it will be definitely removed soon and I don't think it's unlikely at all. Indeed many member states that do require vaccination on arrival from outside the EU don't require it when arriving from the EU (even if you're a third country citizen) so you can actually enter them, you just need to enter the EU somewhere else first.

Italy extends the mask requirement until the end of September for public transport.

Everything else has been lifted from today.

But, very importantly, excluding airplanes. So as of today there should be no enforcement of masks on flights to/from Italy unless required on the other end.

Also, the rules are valid until end of September, not December.

IATA has already updated their web site.

Here is how Europe is looking now. Arguably Germany should also be grey as their restrictions only apply to China.
