Back on topic for this thread, here is the current map of Europe from IATA. I have edited Germany to reflect it only being restrictive on arrivals from China. Grey means no entry restrictions. France, Spain, Netherlands, Andorra and Luxembourg are the only countries left with any entry restrictions of any significance (ignoring Russia/Ukraine).

Covid formalities to enter France end today (1 August )
https://uk.ambafrance.org/Health-pass-ends-on-1-August

Not much noise being made about this but clearly a step in the right direction, Spain need to get their act together, then the USA with any luck.

so, traveling from the US to France via Madrid on separate tickets same day on Iberia. Will I still need a negative test
as Spain requires? or would proof of the connecting flight 3 hours later be enough?

You will still need the test for Spain or the vaccine certificate. There is no exemption for transit. See:

I didn't see anything about transit in that link, but did find this:

"Passengers arriving in Spain by AIR (except children under the age of 12 and passengers in international transit) from countries that DO NOT belong to the European Union or are NOT considered Schengen associated countries, must have one of these documents:"
https://www.sanidad.gob.es/en/profes.../nCov/spth.htm
Still not sure about having separate tickets though...

I don't think having separate tickets makes any difference. However, at check-in in the US they will most likely expect you to meet all the requirements for entering Spain. Having a separate onward ticket will not count for anything at the US check-in.

The thing is, connecting in Spain onto France doesn't really count as international transit, since you are entering Schengen in Spain and are therefore expected to comply with Spanish entry regulations. Doing so on separate tickets practically guarantees denied boarding if you don't have the necessary documentation to legally enter Spain.

It's enforced by when you go landside so if you're able to board and don't need to get bags, nobody will check. Now...the real trick is the same thing as always with separate tickets, you need to meet the criteria to enter the country according to your ticket or you won't be allowed to board in the first place by the airline. So a single ticket connection in Spain wouldn't be an issue but a separate ticket connection would.

That's what I thought, but even if connection is with same airline? Flying Iberia Bos-Mad on 1 ticket, Mad-Cdg on separate ticket 3 hours later. Will just get a test the day before.

Could you call the airline and ask them if they can combine those into a single itinerary?

That's not possible. What they could do is annotate the PNR to "link" them, but it's just a remark and has no legal value. You cannot combine 2 different PNR into one, without repricing the entire thing.

Surprised no one has posted this yet. I wonder if this will be the end of it or if border restrictions will follow. hopefully no other counties start with this crap.

The German government on Wednesday presented its plans for new coronavirus measures for the coming fall and winter as it expects virus cases to go up again during the colder season.

Wearing masks on planes and during long-distance travel by train and bus will be mandatory from October to early April all over Germany.

Mandatory mask-wearing and the presentation of a negative coronavirus test will apply to hospitals, nursing homes and similar institutions with vulnerable people.

These are the headlines from that article.
Key Points
  • The German government on Wednesday presented its plans for new coronavirus measures for the coming fall and winter as it expects virus cases to go up again during the colder season.
  • Wearing masks on planes and during long-distance travel by train and bus will be mandatory from October to early April all over Germany.
  • Mandatory mask-wearing and the presentation of a negative coronavirus test will apply to hospitals, nursing homes and similar institutions with vulnerable people.
I thought most of that was already required in Germany.
