Yes it is. I've generally had luck with it. The best time was when I called at T-25 hours to switch to an earlier oversold ATL-EWR flight and they did it.

This is the second time it failed, the last time it failed was a IAH-LGW flight.

Looks like some cheap L fares are popping up for PHL-Europe during the summer.

I just found PHL-IAH-EWR-FRA-EWR-CLE-PHL and back for $595.

I always report to Jury Duty knowing I will never be seated on a panel. Close to 20 years of legal industry experience including a stint working with the prosecutors office does not make me all that useful to many defense attorneys.
