That's not alway true. I booked SEA-YOW as a multi-city, SEA-YYZ/YYZ-YOW and the final fare quoted was combined, not added. I know this because the final fare was the same as SEA-YYZ itself (ie: YOW and YYZ were common-rated on this route from SEA and the booking engine handled this properly). However, you may need to try the various combinations (when I booked SEA-YVR/YVR-YOW then it the booking engine just added the two fares).

Is there any way to see Copa (CM) reward availability?

And, related to that, any way to incorporate it into the Skyteam award search? (They are an associate member.) I've been told they use the same reward classes as CO...

As with most computer systems, the Tool will give you exactly what you ask it for, no more, and no less. If you ask for a YOW-DEL fare, it will give you exactly that -- a YOW-DEL fare ($1150). All fares are filed by the respective airlines (or their authorized agents), and the Tool does not modify those fares in any way.

Also, there is no such thing as "a combinable fare [(singular)] closer to $650", series of combinable fares. If you "try to enter the segments manually" and request fares for YOW-BOS and BOS-DEL separately, then you will get exactly that.

What about my example of YOW-YYZ followed by YYZ-YVR? If the sabre access (or aircanada.ca) methods do not give me a particular combination of the 2 segments that I am interested in, would the combined fare (of the 2 segments) be equal to the single fare that is displayed for YOW-YVR?

Error from Sabre: Fares/ZUJ method
 
This morning, I started receiving an error message from the
'Fares/ZUJ' method when POS is set to SG or HK.
I get this same error no matter which From/To combinations I select:
Unable to Retrieve Fares:
"We cannot process your request."
"ASYNC query failed (rc eq 0). STBError: SABRE: FQ-VERIFY SELLING DAT
errno=05009999 reply=<SABRE: FQ-VERIFY SELLING DAT><"

It seems that when POS is set to NZ or AU, I can retrieve fare information.

It's a bug in the ZUJ engine, which manifests itself for a few hours on the last day of each month (like today)...

Hmmm.... not really, at least as far as I can tell.

I've been trying reward itin searches originating in MEX, PTY, and BOG and I can't pull any CM flights on a number of dates. The flights exist; but they don't show up on the reward search.

Is it possible that only some CM flights show? Looks to me like it might only be codeshares with CO. For example try a reward search to a non-US Copa destination out of PTY (e.g. PTY-BOG, PTY-MEX, PTY-GUA).

Incidentally, I have similar problems with AM international flights not originating or terminating in the US.

Again, your question is not very clear. AirCanada.ca displays flight combinations and then prices them. The Tool's [Fares] methods display fares, and not "combinations of segments". Fares from YOW-YYZ and YYZ-YVR are fully independent from YOW-YVR fares.
