SLGO normally e-mail offers are for one segment only. The offer for two sectors is unusual but so is the fashion you received it. It is clearly two separate offers so you can choose either offer or both, or none at all! It is the first time I have heard of this type of offer.
It will be interesting to see what conditions are attached to them.
I would err on the side of caution and regard this as an airport (check-in) upgrade with the recently imposed limitations. That way you would not be disappointed if you were denied access to Al Mourjan but will be happy if access is granted.
As more information becomes available better more reliable advice can be given.
Please let the forum know what transpires, even if you do not take either of the offers.

Yes, I could have upgraded separately. The dub to doh sector is on the 787 while doh to PVG is on the oldish 773 business class. That might explain the price difference. But it's just a guess as I don't have proof for that.

Has the lounge access for online offers been rescinded? Just received an upgrade offer DOH to CMB with the following under important information:
"For flights upgraded online, seat selection is only available during check-in. This offer is only applicable to the flight upgrade specified above, and does not include access to premium lounges or additional baggage allowance. Please refer to our Online Upgrade Terms and Conditions and Frequently asked questions(FAQs) for further details."
And item #23 under FAQ states:
Can I access the lounge using this upgrade?Passengers accepting the upgrade offer will not be entitled to lounge access, unless their originally booked cabin class entitled them for complimentary lounge access; (for example, passengers upgrading from Business Class to First Class will have complimentary access to the Business Class lounge as provided in their original itinerary).However, passengers who wish to purchase lounge access at Hamad International Airport may do so through the 'Manage booking' online feature, or by contacting the nearest Qatar Airways office during airport check-in from the point of departure or their travel agent.

I have followed the thread on qcredits/qmiles, but have not seen the lack of a lounge offer on this thread. In fact all my accepted online offers in the past have included the lounge and also immediate seat selection.

saveri in this time of crisis QR is having to change to meet the new political environment and it must be costing many millions a day. So cost cutting is going to happen. The cost cutting has finally reached the E-mail upgrade offers. This is similar to the restrictions just introduced for Qmiles/Qcredit upgrades at the airport.
There have always been restrictions on the E-mail cash upgrade offers it is just that there are more restrictions now.
I think that we can expect more cost cutting restrictions across the board in the near future.

As I mentioned earlier there may be special conditions attached to the offer and indeed saveris post confirms that. However it should not detract from the new method of delivery of these offers.

Hi all,
I just saw an online upgrade offer in Manage my Booking for my flight Saturday QR 654 from DOH to CMB. I am booked into economy (Q) and my offer is £186. I also cannot see anywhere if lounge access is included, but as above, I also see the FAQs and terms and conditions say 'no lounge access is provided.' This is really disappointing as the main reason I would upgrade would be to get the better flight and have lounge access for my 2.5 hour layover.
