You will not get such a package. The cash upgrade offer will only be for the flight and not give you lounge access, unless QR changes it's policies, which is unlikely.

Any new cash upgrade offers I will simply decline in the future and opt to pay for the lounge. Now, I need to search for what the difference is between Qatar and AM Lounges.

Kernow you cannot upgrade from J to F to/from LHR. However there is a chance that you can get a cash upgrade at the airport (check-in or even transfer desk).
Do note that you will probably not have access to Al Safwa, just Al Mourjan as per your original ticket. The access rules for upgrades are constantly changing at the moment but it appears that lounge access is no longer permitted for airport cash upgrades.

So, I'm guessing the take away from this is that lounge access is anyone's guess at this point.
For the record, my booking online didn't mention anything about lounge access and prompted me to buy it for the fee noted above.

Hi all, I thought I should prepare an update in case it helps the next person. In the end, I did spring for the business upgrade from DOH to CMB and figured that I'd still try my luck with my lounge. When I ckecked in in London, I was told I'd have lounge access in Doha (unprompted) and when I arrived in Doha I went to the bottom of the escalator and they scanned my boarding pass with no issues. Same at the top at the reception desks as well! I had a tense moment where I thought they were going to tell me I couldn't get in, but they were just looking up my gate number for me.
So, I'm guessing the take away from this is that lounge access is anyone's guess at this point.
For the record, my booking online didn't mention anything about lounge access and prompted me to buy it for the fee noted above.

It appears that 5 may also have no lounge access but that has yet to be confirmed.

payed airport upgrades from J to F : I don't know. Y to J for DOH-BKK is $500 at DOH upgrade desk. Let us know if that's the same price from J to F ;-)
