There are several DPs in these threads (especially BB) that when people closed their accounts, they were unable to reopen them. The possible reason was that ....

The game being played at the time was to obtain numerous BB/Serve accounts, activate one and leave the others dormant and inactivated and then MS the current one heavily for several months, then close it prior to a shut down. They would then open a dormant account, wash and repeat. This allowed them to use BB/Serve for heavy MSing and avoid becoming a shut down casualty.

Apparently, the Rats sniffed this one out and started shuttering all accounts in the miscreants possession after involuntary termination of the active account, including the inactive ones.

You shuttered an account that was inactive. 2016 was a busy shutdown year and they may have thought you were playing games. You may be experiencing the fall out from that.

Thanks very much for your detailed explanation. Would it be a permanent shutdown for life or there is a chance to resurrect it by mailing them a letter and asking for forgiveness :) ?

Filed a case to FD corporate after talking to store manager. Also filed a dispute to BlackHawk.

got the same situation happened to me, but I haven't talked to the FD store manager yet, but they did tell me to talk to them if the card was not refunded. Would you mind walk me through the whole process?

Call the 1800 number on FD's website and choose the prepaid card option to speak to a representative. They will give you a case number and investigate. I am still waiting for their response after filing the case two weeks ago. Meanwhile, I also filed a dispute case to BHN. It will likely take months.

so I guess it's pointless to talk to FD manager? thank you for your advice. Hopefully, we will get the refund!!

Long time lurker, started MS recently
Exact scenario as ysn7105 and sa_cheerio ... called up FD corporate, got a case number.
Meanwhile did you guys try loading your Serve, I mine said "declined do not honor" and I suspect it may have been shutdown since I couldnt load online too.
I can access my account, paid a bill too. I just dont want to call the Amex CSR and have heir eyes on my other card too.

If you can't load your card, it means that you are shut down.

However, before you despair, I would try one more time with a small amount of cash at a friendly WM. If that attempt is declined, then you are done with loading. You can continue to use the balance on your card until it is depleted. You should then close your account.

You are actually lucky. There are now numerous reports where a person who is shut down is completely locked out of their account, and any residual funds are snail mailed to the shutee weeks later.

I will try loading cash at WM. Bummed about the double whammy.

I have been paying partial monthly fees. Not sure if that helped me from lockdown.

Both BB and Serve cards will be banned anyway. Just sooner or later. Unless you use it the legit way ;)

WOW... After the incident (lost $200), I could load several times until today. I went to the first FD and loaded $500 successfully, but the second FD gave me the "declined do not honor" after I swiped and entered my PIN. I thought it was just some error, so I tried my family member's card and the same thing happen... I guess my family member and I got shut down after 3 months. That was quick!

Any progress with your dispute?

FD corporate asked me to contact store mngr.
I was able to get a voided rcpt from my store manager.
Opened a dispute with vgc
Sent the void rcpt along with the dispute applicn.

nothing so far, I tried to ask for the voided rcpt but FD MANAGER said its too far back (August 28)

Good news to report back. BHN finally refunded me for my failed load at FD one month after raising disputes. Back onto the same MCGC. FD took 2 months to look at this and closed the case without solution, saying they could see the money was loaded successfully so asked me to contact American Express Serve. Fortunately before I call Serve, BHN came to rescue. My sense is the money was stuck in settlement, somewhere with a middleman.
