So I bought a GC at a kroger recently and I have not been able to remove the balance. I tried serve, money order, and buying stuff, yet it says debit is not authorized.
The balance is still the initial 500. Has anyone encountered this before and can share how they resolved it?

yes, it is time consuming, this is only for those who have time and patience. Best to do this at Kate when store isn't busy and there's no queue. You can do it with Kate and the rest at a regular register.
ETA: if its a mastercard, others have reported difficulty draining them at WM so keep that mind.

My go to store recently gave me a hard time on using AGC to purchase VGC, even though I know the registers are not hard coded against this..

I also had this problem for 2 US Bank VGC cards ($500 each). I called the number on the back of the card (866-952-5653). Once I input the 16-digit card number, I was transferred to CSR. One card, which I am trying to load to my Gobank in Walmart Kate but failed several times during last 2 weeks, still has $500 balance but is restricted. The CSR asked me to fax a lot of materials to them. The other card, is not purchased correctly. CSR suggested me to bring receipt to the store where I purchase it.

I can never buy VGC using AGC. All the Krogers near by, they check for both Credit card and ID.
