Do most major banks CA prepaid card like MVD? Do you just ask for a cash advance?

Every bank that I've tried does it, and that's all the major ones.

And it's easy as that. Ask for a cash advance on the card. Takes less than 5 min usually.

Any bank that issues Visa card is required to offer cash advances to Visa card holders, and not to discriminate against non-customers. They can ask for ID and the card must be signed, but they can't insist that the card have an embossed name on it. They can have a limit on cash advance transactions but it must be the same limit for everyone.

I am in Shutdown mode. I have a balance of $1007.69. If I want to get a cash advance this card. Can I cash out $1007.69 or $1005.7 ($1007.69-1.95 fee)? which one can I do?

In the past I've been able to authorize the full balance without regard to the fee. I was recently declined for insufficient funds when trying that, though. So either the policy has changed and you have to subtract the fee, or YMMV.

Sorry to ask this again, and I am sure I will get flamed, but can someone please tell me how long it normally takes to get the permanent card? I picked a temporary one up at CVS about a week ago, registered, and have not gotten anything in the mail yet.

You can take out the whole balance, no need to leave the $1.95 fee. I've done it before. Your account will then show a negative balance of $1.95. Two bucks is not a big deal, but it feels good to stick it to 'em.

About 1-2 weeks, although a few days ago there were some reports on here that it was taking longer...
