Yes. I was there a couple of weeks ago. I bought the pass at Caesars Baccahal on Friday evening. With the cost of the 24-hour pass and the Caesar's upcharge, it came to about $105, so I only had to pay $5 in the difference.

Does anyone know if the $100 celebration dinner can be used outside of LV? Specifically looking at AC or the Horseshoe in Baltimore.

Also, the Dubai benefit says status match does not count and you need to earn the credits. Would getting 3 Diamond friends to each gift me 5000 credits qualify?

They can gift you 5k reward credits each but you need 15k tier credits for "earned" diamond status which can't be gifted AFAIK.

Regarding the celebration dinner I think AC restaurants might be included (you were always able to print the certs in AC) but the only list I've seen only includes LV restaurants.

Can’t help with the Horseshoe but this is the Diamond restaurant list for AC as of December.

My memory could be faulty but I'm nearly certain I've used the 7* dinner credits in Baltimore at both GDL and Gordon Ramsay; if so then I would think the Diamond celebration dinner could be used there as well.

Yes. Absolutely. Why would you think it is only for Las Vegas?

There might be a few restaurant-specific exclusions here and there but in general it can be used at 95+% of restaurants inside TR properties. I've redeemed Diamond celebration dinners in SHV as well as Vegas.

But speaking of those few restaurant-specific exclusions...

Specifically looking at AC or the Horseshoe in Baltimore.
Last year I did not earn points for spend at Giada at Horseshoe BAL. Apparently it used to be excluded from TR earn/burn eligibility. Might check and see if that has changed.

The $100 celebration dinner can be use at any CET affiliated and/or owned restaurants. You can use the below link and verify if it's accepted there. Generally, where you can earn and pay for with RCs, it is accepted as it's owned or affiliated with CET. Some places still require you to go to the Caesars Rewards center and print out a voucher. But AFAIK, most don't require it anymore as the $100 celebration dinner is loaded into your account. For restaurants that can just take your rewards card and take if off from there, they'll have a check under the "Quick Rewards" column.

Matched to Diamond from Wyndham back in February, but I still don't see the celebration dinner added to my account. Haven't stayed at a TR property yet, maybe that's why? I'll be stopping by in Vegas for a day in May - any way I can make sure this offer is loaded for me to use it then?

I don't remember ever seeing it on my account, only when it was expiring and I hadn't used it for the year did I get emails from Caesars. Should be able to call any TR desk and verify.

This isn't accurate. At least, it's not for Atlantic City casinos. I posted the list provided by the Total Rewards desk of restaurants that take the $100 celebration dinner offer and it's a lot shorter than the list provided by the link you posted. The TR/CR desk list had only 3 restaurants in Bally's AC that take it, whereas the URL lists 13 that offer Quick Rewards and 9 that allow you to Earn Credits and Quick Rewards both.
