The short answer to your question is no, but I will synthesize the current information in this thread for you and others to explain:
First, many of your questions as to what a "health pass" actually are addressed here: https://www.gouvernement.fr/en/coronavirus-covid-19 Importantly: To use TousAntiCovid currently , you must upload a EU-compatible QR code from a test result or vaccination certificate. If you were vaccinated in the US, there is no website you can use. As of this week, French nationals and those in their household may submit a form to get their CDC vaccination cards essentially "converted." The French government has said it will eventually expand this to others. Previously, people were going to pharmacies and/or vaccine sites and getting staff there to effectively do the same thing, but it appears the French government has put a stop to that. If you have a CDC vaccination card, many places are considering that a "health pass" even though it does not have a QR code. This is an evolving situation. If you are not traveling til November, there is likely no information anyone can give you right now that will be relevant to your trip.. (And yes, this may be oversimplified, but its an evolving situation but since you are not traveling for three months, the details are irrelevant.) |

There are two things at play. First, French citizen outside France can vote, and there has been pressure from them to deal with the issue. Which drives the urgency it appears. OTOH, the current uncertainty is bad for the tourism industry. If I would let my wife have it, we would already have cancelled our trip, and many folks will do the same. FWIW (French citizen here), I sent the pass sanitaire request with all the required documentation on Monday at 8pm French time and I received my QR code on Tuesday at 2pm French time. It's clearly a manual process for now, as evidenced by the fact they mixed up my first and last name in the QR code (but I doubt that'll ever be an issue).
They mentioned that around mid-August they should have IT tools in place to speed up the process, which may go a long way towards opening this to tourists. I suppose it'll also depend on how popular it is with French citizens abroad and what their backlog looks like. Although again, as of today has been zero reports in this thread of anyone being denied entry anywhere with a CDC card. Only speculation based on specific language on various websites. So while it sucks having to carry the CDC card around and always wondering whether it'll be accepted, I definitely wouldn't cancel a trip over this. Friends of mine are coming over from the US for two weeks in a few days and while they won't have a French QR code, I'm very confident that won't be an issue. |

Being somewhat reassured that establishments will accept my German CovPass app as proof of being vaccinated, do you think it's necessary to reserve restaurants in advance? Or could one just turn up, given that tourist numbers are going to be a lot lower?

Have been able to use CDC pass at the Eiffel Tower and the Louvre. No restaurants or stores have mentioned anything.
all in all it seems quite relaxed in Paris. |

Yes reading through this thread I keep reading “the restaurant didn’t check my card”. like it’s some kind of helpful info when in truth the restaurants aren’t even going to start checking until next week. So of course they’re not checking your card I have heard from the hotel I stay at that they don’t have to do anything because they don’t have either a pool or a restaurant. That said I’m staying at a Marriott for one night and I know it has a restaurant and I haven’t heard anything from them. (Not really surprised) |

When you check in for your flights, you will be required to produce proof of vaccination or testing, as it is necessary to enter the country.
