President does not make law, Congress makes law. Congress is the driver seat here, not the president. To some extent the president has a bully pulpit, but if there is over a long period no progress in congress it is a negative driver to business, not a positive. Even more of a negative driver is if the bully pulpit is being used for something seen as harmful to business.

Politicians like to be elected and re-elected, and "saving" or "making jobs" is a convenient and popular shorthand that really means what you describe above but sounds better to voters. I think that the government's fiscal and regulatory priorities can go a long way to affect the job market (just look at job creation in the 90s vs. this decade).

I did not contradict myself, the president can do a lot to prevent job growth but not much of anything to help it. congress can help it, if they so chose.

and no I do not pin all job losses on Obama by any means, Bush was just as much or more of a factor in the lack of confidence from the top.
