I hope she realizes the legal implications of that. Clearly, she has no concern for the moral or ethical implications. If she did, you'd still be happily married.

Perhaps if the legal quicksand on which she stands were clearly explained to her, she might return it before too much has to be spent on lawyers...

Do you first need to file a police report? I'd guess that would be the first thing that USAA would ask for.

Yes -- I understand -- but the first thing they are going to ask is whether you've reported this to the police. Stealing is a criminal act. I suppose you could get the police to go over and talk to her about it, by reporting it stolen, but they are not likely to want to get involved in such a matter. Isn't this more of a civil thing? Wouldn't getting a court to order of specific performance (give the ring back) be more productive?

Yes -- but what if she decides to sell it, "lose" it, or dispose of it somehow, before the annulment order is granted? Shouldn't she be put on some sort of official legal notice that the item is in dispute?
