Lots and lots of Bayous. They are the city's natural drainage system (which has actually improved drastically since Tropical Storm Allison). However, when they back up, low-lying flood-prone areas are screwed. Unfortunately, Downtown is surrounded by multiple bayous (and bridges with insufficient clearance). Re-doing those bridges and interstates would likely cost billions, and make Houston traffic more of a nightmare than it already is.

If the cork is still somewhat intact (ie not crumbling) you can sometimes get the corkscrew to take hold in the stuck half and pull it out. If it's crumbling, you can either push it in and strain what comes out of the bottle, or use a vacuum cleaner and slowly pick at it to extract the pieces. With the vacuum you'll likely still end up straining it because some residue will fall in.
