There are lots of pipes running right under the roof in many older NY high rises and mid rises. Don't forget, water for the top floors is stored in a tank on the roof and it needs to get down somehow.

The top floor units have decks, many with plumbing for watering the flowers and such. One of them had a burst elbow over the winter and when they turned the water back on this weekend it started running. A lot. I really don't want to know what the impact to our water bill will be. And the skylights are leaking so I was up on top of the stairwell bulkhead to peel off old caulk, clean the joints and apply new caulk. Hopefully that works as we really don't want to spend the cash to replace the skylights.
