Hi folks. Thnaks for your help. The reason is the fare is much lower by doing that. We fly to Norfolk International first (but according to the itinerary don't change plane) so that may explain why it's surprisingly terminal F.

Yes, you will be departing to Norfolk from Terminal F in PHL. After dropping off your bags and reclearing security after customs in Terminal A, you can catch the shuttle bus from gate A1 and transfer to Terminal F.

Why is Terminal F separated from all the other terminals? Just flew from SFO-PHL-DCA today and had the misfortune of being on an Air Wisconsin RJ from Terminal F'ed. What a pain.

F is separate because it simply was built well after D and E, long before US had a PHL hub, so it couldn't be connected directly to the B and C concourses where most US mainline domestic flights are. Same reason A-West is so far away.
Back in the day, everyone collected at C16 for Express connections.

International flight transfer at PHL
Never flown into PHL before and was wondering what the situation is regarding flight transfers.
We are flying in from LHR with a transfer on to SJU both flights with US Air. The connection is shown as being 2 hours 15 minutes. Am I correct in saying that we will have to check our luggage in as if we had just arrived kerbside and go back airside after clearing security. Finally will the 2 hour 15 minute transfer between the flighs be enough?

When you arrive PHL, you will go through US Immigration/Passport Control, claim your baggage and then go through US Customs. After clearing customs, follow the signs for connecting flights and there is a special desk, just outside of customs, to recheck bags. All of this is inside the terminal...you won't be going curbside. After you recheck your bags, you proceed to the security checkpoint (a short walk, all inside) and head into the gate area and proceed to your next departure gate. Barring delays, it should be sufficient time.

you will have to claim your baggage before you can clear customs and then you will re-check it and re-clear security (TSA) before you enter the regular terminal. However this process is not quite as cumbersome as if you were curbside since there is a dedicated bag check and security for international arrivals
2:15 should be plenty of time for the whole operation. Also the SJU flights often leave from the international terminal even though it is considered a domestic flight.

Just wanted to highly recommend Legal Seafoods at PHL.
Great folks, good food and a wonderful wine list (which we thought was better than what was available at Vino Volo).
Our two+ hour connection on a SJU-PHL-IAH-LFT routing turned into a nice event at PHL due to this excellent restaurant.

Checking US website flight status, 3214 seems to usually arrive at C gates and 722 regularly departs from East side A gates (A10-ish).
How long is the walk from C > A please? 10 mins?

I'm not 100% sure about this, but... If you are not checking luggage, there is not need to leave the secure terminals - you should be able to go directly to your gate.
