UA may proactively grant exceptions
Some have speculated your past history with UA may be a factor or an unusually high PQD or some life event reason or ....
To manually request an exception,

There have been rare reports in the of someone significantly above the PQD levels get a higher status than their PQM level. Very rare reports

The only way to find out is to talk with the MileagePlus Service Center (MPSC) and ask. Suspect exceptions are very unusual.

Nop, definitely not alone:

PQM: 122,867
PQD: $5,516
And my last full year of 1K before flocking back to AA or maybe even trying DL

Ohh, and still missing a NH flight PVG-NRT from two days ago. I do want my 40 extra PPs.

You might get a buy up offer for Plat. no chance for 1K

UA has not given much if short PQDs.
If short PQMs and very high PQDs, perhaps.

I have qualified for Platinum again due to CC waiver. Last year for that...

Im at 120k PQMs and just over $14k PQDs. Still debating whether I should bet on an offer to buy up or a PQD run...

I believe that the buyup will cost you at least as much as the PQD run, based on recent history. That is, if they offer you a buyup next year....

Convolve that with the monetary value in time (and other associated expenses for the PQD run) and, well, it's probably a wash. Hong Kong for a day seems like a great balance there since an overnight is not needed, plus the great chance of "hobo business class" due to the low loads.

Decisions Decisions Decisions ... I am debating a Mileage Run to go for another 40 PPs,
I am not subject to PQDs, so that is why I am jumping ship. I am also AA Platinum thanks to the CX mistake fare in F to Vietnam. So I will be using all my PPs to upgrade on work travel and then status match to Delta. Beauty of using LAX as main gateway to the US and the world.

I'll end the year with ~80k on my mileage plus select card, but unsure if that's taken into account at all when it comes to the (potential) offers.
Since I already have the miles, I'd probably rather opt for a more expensive and shorter ride that I can complete in a single day.

Decisions decisions....

ETA: Looks like I'll try a red eye to ORD and back. With outbound in First, it will push me $20 over $15k and wont take much time out of real work...

Comp to 1K?

I am trying to help my brother out and get him to 1K this year. After his flight this week, he will be at 26k PQD and 96.7 PQM. His premier accelerator for his flight this week is $3500, which seems a bit ridiculous.

Will UA bump him to 1K as a courtesy? Any other thoughts?

Unlikely they will give him 1K, but with that spend will make it for 2021.

I personally would add some extra segments/take a mileage run to get to 100k PQM. Has to be less expensive than buying the miles.

He could try asking if with that spend they would give him 1K for 2020 with the change to the new system in 2021.

You are asking whether UA will give him as a freebie that which it is offering him (and others in his position) for $3,500?

I believe that the accelerator scheme was set up to handle people in your brother's situation.

Whether it is worth $3,500 all depends on his personal financial situation and what he values out of his status.
