fun fact: after a whopping 8 months, I finally got my refund back in my account.
First tried to cancel in Apr, DL agent said no problem, and 2 months of silence. Turned out that agent was overconfident and thought it was just one of those run of the mill cancellations.
Called again July, the agent said it was tough to cancel, but after I pointed out that it was taken control by AF, the agent tried to take control back and issue refund, successfully received email.
Dead silence, for months and months.
Called in October, was denied any further insight since "it can potentially take 90 business days". I pointed out that a refund requested on the same call in July was refunded in 30 days, still denied.
Called a few times in November, first time agent said it was normal. HUCA then the new agent said the ticket was never requested to be refunded. HUCA the other agent said the refund is going fine, just be patient. Decided to call it a day and called again next week. Agent said he thought there was a problem but the department that can help him resolve the issue was not working at the time. Asked me to call back another day, as he remarked on my refund request what department it is. Did that 3 days later, a lady who was very sassy and authorative but definitely highly experienced said that previous Jon Snow knew nothing and the remarks are completely wrong, and then proceeded to fix the ticket. 30 minutes later she came back and said she was unable to fix it but she referred it to her colleague who has direct contact with the refunding folks. Said the colleague would email me within 24 hours that she had completed the task of putting my refund actually through the billing process, and it will take at most 14 business days since that. Then? Dead silence. No email, no change on the reservation.
16 days later, I received an email from a random guy from ContactUs Delta, written in plain text (none of those fluffy logos or photos or banners) telling me he had resolved the issues for me, and the funds had been transmitted. next day, the refund came through. This email is really interesting, the guy's title is "Refunds Solutions Specialist", email title starts with "PR-ARS-INTERNATIONAL", and includes 2 case numbers that I have never seen. (It seems like the agent just tossed it to the public relations guys? I never contacted through that channel.)
Well, that was a ride, and I curse the day AF took control of this ticket and downgraded it, which led to all the complications in refunding. In this game, you win some and you lose some I guess.

I know many are now successful getting refunds but thought I share. I booked via Priceline back in March 2020 for two different dates in January 2021. After the downgrade, I was given the run around from Priceline, Delta, Air France about who was able to process a refund. I submitted a charge back with Amex on both itineraries and was successful in getting my refund for one itinerary. For the second itinerary, I had to submit another charge back, DOT complaint, and several calls and messages to Delta. The refund request was finally approved because in addition to the downgrade, a schedule change occured where the ALG to CDG leg was cancelled and the CDG to SFO was changed to Delta metal.
This was a horrible experience but a part of me thinks this is worth the gamble again for the opportunity to fly La Premiere.

I actually still have this ticket active (but in J) due in Feb. As like everyone else, ticket is now under AF - and so far there's no cancellation of any flights from AF. Am not sure what to do with it for now - am hoping for a cancellation so I can move it to later (because US is still closed for EU), however if not, not sure what's the flexibility of AF to move without repricing. I guess if it's going to be repriced, I will just cancel it - although am also trying to avoid this based on the "difficulty" to get the refund from Priceline or made into a bouncing ball between PL, DL and AF

If u have DL stock (006) ticket, then u can get DL to take back control and get a refund.

I went through the same difficulties as many of you here being sent back and forth so many times on the phone between PL, DL and AF, until I came here and saw honzeek_cz's message about contacting DL via iMessage and although it took a while for the agent to solve the issue (1h30), she managed to process the refund request. It seems to be by far the easiest solution.
But I still have another ticket, and I was curious to know if anyone managed to move the flights without repricing ?

After getting the DOT involved, the money came back in a few days - with like 15 % loss because of the weak dollar.
Still considering what to do about this...
