Well it worked today. Not sure which card it specifically worked on because I bought one sports, one balloons, one kevlar with yellow square and one kevlar with green square.

Just realized that I'm getting zero rewards from Safeway to Shell FuelRewards under the MC National Grocery Offer ($0.15/gal for every $100 in spend) -- not even from grocery part of the purchase. 
The location in question is in SE FL, and it's on the "participation" map. This offer worked exactly as expected in all previous grocery stores I tried (Food Lion, Bi-Lo, Whole Foods). I understand that the only requirement for this offer was a purchase (of anything) from a participating grocery store.

With the MOs at the PO now dead and there being no WMs around San Francisco do you have any other options for money orders?
. And as far as I can tell, my only MO option is USPS. Really makes MS harder/more expensive

I got 1000 gas points on a $500 "balloons" VGC today. Receipt says:

Ironically, I didn't get the 4x points on Amazon GCs offered thru j4u. Maybe it only works on fixed and I bought $100 on a $20-$500 variable, but I only got 200 fuel points.
