They likely need to wait until the NEA law suit is settled. Makes no sense to start it up just to dismantle it if there is a negative result from the law suit or if implementing it too soon negatively impacts the case.

FYI, if the travel bloggers are correct, there's yet another stealth devaluation for Mosaics. Apparently it's only the "first drink free" after May 11. Meanwhile, the Big 3 still give out free drinks--plural--to all their EMS/Economy+ customers.

I have a flight on Sunday, and am not going to do any better than plain old Mosaic this year. Without the benefit of free EMS, I have no interest in even making sure I achieve that. Since I already booked this flight, I'm in EMS at no additionsl cost. I'd love to change my booking to credit to AA, as I'll be focusing on that now. Do you think I can do that without losing my EMS seat that I already reserved? I have a few more flights in the coming weeks in the same situation.

FWIW, I think there will be a ton of Mosaic Tier 1 crediting their upcoming flights to AA instead. There's very little benefit that Mosaic offer besides free EMS seating (benefit now removed until check-in and same as AA elites), free booze (apparently downgraded to one drink) and the Mosaic phone line. Getting AA Gold would arguably give better benefits to most Mosaic Tier 1.

Free inflight alcoholic drinks for Mosaic member (21+).
I read it as only the non-Mosaic pick your perk menu has a single drink as an option.
Wondering if they will take away the unwritten companion drink benefit or if that will stay

Website says in small print that if you qualified in 2022 for 2023 Mosaic, it's valid through 12/31/23. But it doesn't say how that relates to the 4 tiers. Would that automatically be Tier 4? This is all so confusing! I've been traveling a ton to a Delta hub this year but there are too many business travelers at that airport for me to benefit from Delta so I'm thinking of going all in on AA in 2024.

How will my Mosaic level be assigned?
Your Mosaic level will be based on the highest level you’re eligible for based on your qualifying spend before the new program rolls out. You’ll be able to view your assigned Mosaic level and tile tracker once the program launches. To make sure you’re ready to hit the ground (or skies) running, we’ll be tracking your qualifying spend as tiles behind the scenes starting on 1/1/23.
If you qualify for 2023 in 2022
Your Mosaic level will be based on Mosaic-Qualifying Points or JetBlue Plus or Business Card spend in 2022:
Mosaic 1: 15,000 MQPs or $50,000 spent on card
Mosaic 2: 30,000 MQPs or $100,000 spent on card
Mosaic 3: 45,000 MQPs or $150,000 spent on card
Mosaic 4: 75,000 MQPs or $250,000 spent on card
If you qualify in 2023
Your Mosaic level will be based on both travel & card spend (tiles):
Mosaic 1: $5,000 on travel or $50,000 on card—or a combination of both (50 tiles)
Mosaic 2: $10,000 on travel or $100,000 on card—or a combination of both (100 tiles)
Mosaic 3: $15,000 spent on travel or $150,000 on card—or a combination of both (150 tiles)
Mosaic 4: $25,000 spent on travel or $250,000 spent on card—or a combination of both (250 tiles)

Well, if you didn't book Basic, and you're on a domestic flight, there is guaranteed space for your carry-on or you get a $25 credit. They've quietly added this policy. (and I bet that they will eventually quietly remove it too once they've paid out too much)
