Based on posts here and elsewhere, we know some people have been approved quickly, some slowly and others have not yet been approved. There does not appear to be any pattern to the approval - forms in French, forms in English, one attachment with all documents, multiple attachments, time of day for the submission, etc. Submitting to the wrong email address or not complying with the instructions does appear to diminish (or worse) the chances for approval.

There are many anecdotes and many believe their story is universal. Alas, this is a common phenomenon.

I also wonder for the people who never received a response, if there was a question about the validity of the documents supplied.

I got a code in Madrid though https://www.flyertalk.com/forum/33505897-post7.html so I won't bother with the French system.
I guess it's possible they looked it up and saw I already have a code... who knows though

From posts here and Tripadvisor's France forum, not getting an acknowledging email is a sign there was a technical problem with your application, for example, attachments being too large or sending to the wrong email address. Try to figure out the problem.

Or speaking Spanish in Spain. Italian in Italy, etc. Even in countries where English is more prevalent, it's best to speak the local language. I used to live in Amsterdam and had a tough time with some government workers with my limited Dutch. And now with all the translation tools available on our phones, there's no excuse.

According to Le Monde (paywall), in September tourists should be able to convert their vaccination certificates into the French QR Codes at tourist information points


Dernier facteur dissuasif pour les extra-Européens : l’absence de compatibilité entre leur passe sanitaire et celui pratiqué en France dans les musées, cafés et restaurants. D’ici au mois de septembre, ces QR codes étrangers devraient pouvoir être convertis en passes sanitaires dans les points d’informations touristiques, à l’image de ce que le Quai d’Orsay a mis en place pour les Français de l’étranger.

From your quote from the Le Monde article, "ces QR codes étrangers"… there is an implied assumption that one possesses a QR code from their country. Not sure that will work for people who received only a CDC card. Some states have a QR code generated by their vaccine registry, but not all do. I hope the new procedure will work even without a foreign QR code.

Well I'm going to be driving from Switzerland to Chamonix and Annecy so hope they take CDC cards.

I sent my application in two weeks ago and nothing except acknowledgement email.

My Chamonix hotel had threatened to invalidate my reservation without refund if I didn't have a pass sanitaire and then they said my CDC card is fine.

That was about a month ago.

I wouldn't necessarily read it that literally. They are already giving out French pass sanitaires to French citizens who were vaccinated abroad, and to tourists who apply to the embassy, and those procedures don't require your proof of foreign vaccination to include a QR code. Of course a random French café or restaurant employee will expect to see a QR code on anything you show them, but I assume pharmacies will be better prepared to deal with foreign documents when/if they start allowing this new procedure.
