I'm also looking forward to this new option as a UK resident. I've been to Dubai twice in the past couple of months, and the test costs/time add up. Is the PCR test on arrival provided free to UK (/German) tourists?
There are still very good reasons to test before the flight to Dubai though. If ever you were positive, at least you'd know about it before you've left and you don't risk infecting others en route. Testing positive on arrival in Dubai would also mean you're on the hook for 14 days in a hotel room, with no ability to socialise / meet clients and obviously the extra costs.
As someone who usually travels for no more than a week and to a fairly full schedule, the (admittedly small) risk of being stuck in a hotel room for 14 days likely justifies the £110 for a test in London first!

You no longer qualify for a free NHS Covid test for travel. https://www.gov.uk/get-coronavirus-test

That’s not what you said in post 438. The NHS is not there to be used for anyone wishing to travel. It’s quite clearly spelled out on the GOV.UK website. Your provocative style of posting style didn’t quite work out before. I’ll urge you not to go down that road again.

how to read the rules...?
Emirates say that they offer the flexibility option " if your travel has been affected by COVID-19". How to interpret this? Does it relate just to the travel/entry requirements or even to situations when e.g. some of your relatives test positive and you prefer not to travel (to be reachable in case of emergency)?

Does anyone know if the testing in Dubai option applies to tourists coming from the UK but with other nationalities?

UAE added as a UK travel corridor. So, no self-isolation required on entry to the UK*.
This will help EK get back some of the connecting passengers that have moved onto other carriers that didn't connect.
*Just need to suffer the lockdown instead
