Portsmouth has done a pretty good job with the Pease AFB redevelopment. Little different model than Stapleton in Denver (a great job, IMO), but at Pease they couldn't X (all or any; don't know) the runways, and had the civil aviation facility to built out. Long ago, used to do our inbound customs at Pease or Loring in Maine. The SAC guys were pretty good about it.

Inbound customs from overseas trips are now handled like civilians. The troop flights come into BGR. And coincidentally, when a troop flight is coming in to be cleared, the VFW always seems to know about it and the bar is always open. :D

Except for HI, OR, and SC, this is a pretty exhaustive list of -wait for it- flyover states. And knocking CA off, you probably did just that for at least one on your list.

Kentucky is great. I'd like to go back to check out Mammoth Cave and some of the Bourbon Distilleries near Lexington. LEX is a CO Special out of IAH every so often...

I'm not sure. I know when I went thru in 2002 we precleared in SNN and deplaned in BWI. In 2004 we were not subject to meeting Customs individually...I suspect this was the case because the 2002 flight was a scheduled rotator flight, and 2004 was a charter of people all from the same unit. We landed in BGR, deplaned, and went to the airport lobby and bar while I presume our luggage was searched. Customs cleared the aircraft and we got back on for the short hop to ACY.
