Renting a car down there to lget out of the city, maybe to the wineries or to Valparaiso is a good idea.

Renting a car to drive around in the city itself is a very bad idea. The traffic on the main thoroughfares is very bad, as bad as New York and the streets are full of traps such as turnarounds to one-way when you don't expect it. Use the Metro.
