It seems the overcrowding issues may stem from an influx of Silver members due to the Marriott Status Match. This is especially noticeable (less crowded ) in the Qantas Lounge in Hong Kong and other Cathay Pacific lounges at ex-HK.
You may notice very long queue in business class check in at HK. Is other oneworld airlines allow their own ruby to use business class line ?
If CX can arrange dedicated CX silver Check in line / Lounge like SQ, it helps a lot.

Do we have any visibility on the timeline of this? It starts somehow getting in the way of planning some trips further ahead.

Seems there will be an announcement tomorrow about changes to earn rate of Asia Miles and Status Points for some routes.

Small buff to business and notable nerf to short haul economy. TYO and DXB buffs are also appreciated. Probably more changes on the horizon.
Based on the wording this also applies retroactively on existing bookings?

If you issue your ticket before 20 August for flights after the same date, you will get the higher of either the existing or new table.

Gains in the top right hand corner of the chart (higher travel class, longer distance), losses in the lower third of the chart (cheaper economy fares)
