Not at Flight Connections but there's rarely a long queue there. This is only relevant for International to Domestic connections. Other connections don't have passport controls, though legally UKBA could introduce them for Domestic to International connections.

Excellent -- thanks. I need to make a change to my registration, so I'll try to plan a trip around the UKBA's rather precise (and shrinking) schedule

When I was there on Sunday, the guy behind me in the queue said it was his 3rd attempt, previous 2 times they had been closed.

Were they really going to have a long-term solution that involved both e-gates and IRIS? Surely the rollout of e-gates was the beginning of the end for IRIS, particularly if they offer non-EU paid access to e-gates.
That said, I'd prefer that they offer the e-gate/IRIS service only to citizens of countries which offer reciprocity. If the country makes EU citizens queue for a manual check, citizens of those countries shouldn't get e-gate access IMO.

The premium program's costs must be funded substantially (if not entirely) by the private sector and will require registration, but will be open to both EU and non-EU citizens.

The e-gates are an entirely separate program with a different target group and rationale than IRIS. e-gates are electronic clearance for anyone with an EU RFID passport. IRIS was essentially a trusted traveler program.
The long term solution will involve two programs.
