Now, to try to get back to a constructive discussion...
The attitude that you have expressed so derisively, and that I have seen expressed many times on these boards, including those other posts I've quoted above, is that P/Z fares don't provide good yields for AC.
That's usually based on a comparison between Business Class (lowest), Latitude and Business Class (flexible), to use the full AC terms. People go "look, Business lowest is only a few dollars more than Latitude and Business flexible is 2x the cost of Business lowest, AC is making no money on P/Z fares!" But that's not necessarily a reasonable comparison because AC couldn't sell the whole cabin at Latitude/Business flexible prices.
In fact, I believe that AC sells very few full J fares (and I'm far from the first to express that sentiment around here). Just look at the ludicrous prices for them most of the time, as well as the number of eUpgraders and the fact that it's often possible to still buy P/Z fares until almost the last minute before the flight.
Maybe it's true that P/Z fares aren't high-yielding enough to merit limo service, which is possible. But the blanket statements that get made about the profitability (or lack thereof) of those fare classes simply aren't true. As illustrated by my example, there are likely plenty of occasions where P/Z fares are more profitable to certain destinations than full J to others.
So how does AC go about allocating limo service? I don't know, don't even really care (I don't transit YYZ that often for international and while the limo was nice, it's not like it saved me a 20-minute trek between far-off terminals). I'm just suggesting that it may well be more nuanced than just ignoring certain fare classes.

BMW Valet in YYZ Nice service.
MM flying on J YUL - YYZ - EZE, concierge was waiting for me of the bridge at YYZ for the transfer tonight. Regardless of what people can say, it was a nice touch from AC. Been flying with AC for a while now, I like to see some changes in the right direction, keep it up, I like surprises ! Now let's try to deliver my luggages in a timely manner in YUL... OUTCH!!

Just a few days ago, I was met by a Concierge just after landing at YYZ. The Concierge escorted me to a limo and I was driven to my international connection. She had already checked me in at the Lounge.
Nice and certainly unexpected!
Anybody else experienced this yet?

You worry about a limo ride to gate? I could not care less. Headed to MUC soon and will pass on limo ride if offered
I would rather AC take the time and provide "chilled Drappier" ,cleaner pods, more and better wine selection. A limo ride is 5 minutes or less. My flight is 8 hours

What I really want is empowered concierges who actually don't have to be so secretive in the things they do so that an audit trail doesn't expose the fact that they actually and genuinely helped me when I really and truly needed (which is once in a blue moon).

I had the limo service flying yvr-yyz-fra. I was 50k on a paid business fare.
Air Canada should make the requirements for receiving it clear. And publish it on the website if they will continue with it.
Having to hope for it, or otherwise expect it and be disappointed, is not fun.

There was a time, not long away and not far away, that concierges were empowered to do more.
