So either AC*VIPs transfer from Domestic to Intertional at YYZ quite frequently to warrant a small fleet of BMWs, or AC for the most part uses them for non AC*VIPs but J pax so as to not have the cars sit there most of the time...

Just got this treatment for the first time, arriving from YYT (slightly delayed, but with a comfortably buffer) connecting to FRA. We stopped at a little lounge before leaving the domestic area, where I was able to grab a water and chocolate bar. Nice touch, although I don't mind the walk to International departures when I have the time, as I will be sitting for eight hours on the TATL flight.

I asked the concierge this direct question ("Would have been nice to have the limo service this time, eh?! I guess VIPs are being assisted...") - and the answer was negative. There were no VIPs being serviced before, after, or during the time that I could have used it. I was told that aside from VIPs, the selection process when cars are not in planned use is truly random and not based on urgency per se.

If someone who has 45 seconds to check in shows up after they've called over a random person, you still have to wait for them to finish.

On my last trip, I connected to GRU through YYZ. I was met at the gate upon arrival from YVR by the concierge. She told me that I had been "selected" to be driven from T1 to T3. My flight had left YVR an hour late, so being driven gave me a few extra minutes to relax in the lounge before the next flight.
The car was a black BMW 750Li. Not really my kind of car, but it sure beat walking.
They also gave me a BMW logo USB battery charger for my phone, as well as an invite for a test drive of a BMW, including a set of headphones supposedly worth $275, as a gift for taking the test drive. I'll try to take the test drive before my next trip on Saturday.
