Yes it does. The decision HK makes in regards to when to start letting in foreigners again will be their decision and not the central government’s. When it comes to deciding when to fully open the border with the mainland, this will be more “collaborative”.

The entire 1.4 billion Chinese population from the top to bottom are so paranoid by this virus. They are willing to sacrifice the economy. So China will close the border to American visitors in the foreseeable future. Besides, Chinese carriers are flying to US but China effectively bans US airlines flying to China. I don't think anyone wants visitors from the US, Russia, Brazil, etc right now, and that makes sense, at least until you can do a quick 15 min virus test in arrival. We're generating 20,000+ new cases per day in the US. That's a huge number relative to any country in the world.
The outcome to this spat will be flights allowed by existing Chinese carriers as well as UA/DL for cargo only. Movement of people will now have to take place via Seoul, Singapore, HK (maybe). Remember, Apple needs to bring over 10 million phones in early Sept. Last time I checked that's not doable by row boat! |

I started following this thread over a month ago with great anticipation of flights to ASPAC being resumed and I can start traveling for work.
I know many Flyertalkers are excited with flight resumption and certain airports allow transit passengers, but it still cannot change the fact the border restrictions are in place. Nothing has really changed in my case as an American, who is not welcomed anywhere. Please forgive me for not getting excited. |
If the Philippines opens soon, SFO-HNL-GUM-MNL may then be flyable.

I don't think that Singapore will be open to American tourists anytime soon. I'm a Singapore resident, but got caught out of the country when I flew to the US in late February to visit my 95 year old mother and the borders closed to all foreign passport holders except those who work in medical services or transportation. I'm hoping that I will be able to get back sometime this summer and will have to spend 2 weeks in a government quarantine facility.
