My LX itinerary is in July, which is the height of US tourist travel to Europe, so I don't think it's an "off-peak" thing.

While I don't doubt your personal experience, something changed within the past week that has dramatically increased the likelihood that *A awards will price this way. Perhaps the issue first took hold on Asian routes, and recently has expanded to Europe? I've been babysitting my aforementioned LX itinerary almost daily, looking for saver availability at an earlier arrival time, and the new pricing only appeared for me a few days ago.
July is off season for business class tickets

That may be true for some markets, but look at the big picture: the *A mileage discount is being seen in tickets for March as well, and it appears to be worldwide. I don't see any evidence this is a peak/off-peak decision.

Last night I booked ORD - NRT - BKK on ANA and Thai biz, 70k. Return in coach on Asiana's 380, Seoul to JFK. Everything priced out at the "sale" price.

I went in and bumped the NRT - BKK leg back a week so we have time in Japan at the "sale" price. Very happy!

I think LH (or LX/OS) has a contagion to lower the entire ticket to non-partner mileage requirement.

Really? You must not like stopovers?

Thus, for most this is why we always book award travel as a round trip.
