There are four zones: North America (inc Central), South America, Atlantic (including India and Western Russia), Pacific (inc Eastern Russia) and the chart is based which one you start from and which one you end up in, there's ten of these.
Cost is based on distance, which zone pair your flight is in, which class you are flying in.
Partner airlines (again) are a better deal because while Air Canada will calculate cost on a wide ranges but partner airlines are fixed to the bottom of the range.
YQ is eliminated. There's a 39 CAD fee for booking a ticket which contains a flight on a partner airline. Aside from this, there's no incentive any more to book a return flight it seems and every incentive not to.
Note: The partner booking fee is refundable, so it's basically a YQ, rather than a booking fee.

- SE IKK redemption from the old program can be changed ("within reason") without repricing. Dates, routings, no problem. Origin/destination should be fine. - The "Activity" page only shows you the most recent ~48 transactions. See this post for information on how to get older data.
- A partial refund may not be possible (e.g. if you book RT and outbound flight is cancelled by you or AC, to delete the first flight segment, you have to cancel the entire ticket and rebook the inbound at a potentially higher fare. It seems supervisor can grant exceptions.)

Per Mark Nasr, it looks like status is going to be changed to expire Jan ~15, or some other mechanism so if you drop down, it doesn't happen in the middle of a winter trip.

Just to clarify, I can cancel my aeroplan reward up to 2 hours prior to departure right without any penalties? Like I will get all my points back if I cancel more than 2h before my flight?
I'm SE btw, so no $ penalty as well?

It's funny, I searched SFO-YYZ for aug/sep just like I did with LAX-YYZ, nothing came up. everything is priced at higher mileage costs. Nothing at 25000 miles range. Maybe you found one that's out of hundreds of flights. It's not possible for me to search every single day. I believe it must be priced at 25000 in order to be available at partner airlines.

No Award Availability under New Program?
Pardon me if this is a dumb question but like many, I haven't flown much since the new program launched so haven't followed its intricacies that closely. From what I did glean around the program launch last year, I thought that one of the features of the new program is that it would provide access to all seat inventory, regardless of fare class, just priced accordingly?
This does not appear to be the case. See YYZ-BER on 7/28 as an example:

This is what I see when searching for $-paid tickets:

Is this because the 'access to all inventory' feature only applies to AC operated flights? And in this case, LH/SN/whoever else are just not making any award seats available in J or Y for the European leg?

Booking Reward Travel - Million Miles Flyer
Since we have been unable to travel for the past year, I have not paid much attention to the changes in the New Aeroplan program. So now, as I dip my toes back into travel, I am trying to figure out what I can do and what I can't do anymore. For background, I am a Million Miler with the standard benefits (lifetime E50, 3 free bags etc.)
When I go to book reward travel, I see that I have options in the 3 fare classes (Standard, Flex, Latitude). Since I have 3 free bags, free cancelation is there any reason why I would book a fare other than Standard? Unless, I do not get free seat selection with E50?

And you'd need Flex or better to take advantage of free preferred seats as 50K. There are definitely still differences.

If I cancel a reward booking, are the points redeposited immediately?
Also, what if I’m booked on two legs, with the first leg on another carrier, eg FCO-FRA on LH, and then FRA-YYZ on AC, and I want to change to FRA-YYZ on LH when that opens up, but at the time I want to make the change FCO-FRA is now I0, X0? Can I modify the booking or do I have to cancel and risk losing FCO-FRA?
And just so that I understand this correctly, as an SE is there no advantage to a business flexible reward booking?
