Pardon me if this is a dumb question but like many, I haven't flown much since the new program launched so haven't followed its intricacies that closely. From what I did glean around the program launch last year, I thought that one of the features of the new program is that it would provide access to all seat inventory, regardless of fare class, just priced accordingly?

This does not appear to be the case. See YYZ-BER on 7/28 as an example:

Is this because the 'access to all inventory' feature only applies to AC operated flights? And in this case, LH/SN/whoever else are just not making any award seats available in J or Y for the European leg?
