Yes, you could certainly do that but when you merge accounts, most loyalty programs will audit them and if they determine you violate their terms (since both get points from topguest), they might just delete one or even both of your accounts -- you are taking a hugh risk here...

Not really as your old account would say "The account number is not eligible. Please refer to Terms and Conditions". Therefore you would not be earning points on two accounts. And Hilton combine accounts is straightforward just by knowing account numbers and access PINs. Whether you want to place your trust on a bunch of losers such as Top Guest is another matter...
Although you could request to merge hhonor accounts online easily, an internal audit process will take place to review them, just to prevent people from getting unlimited free points from their promotions. If not, anyone could just create 1000 hhonor accounts and get 50000 hhonor points from TopGuest everyday.
