It has nothing to do with the old account number. jobu2 suggested creating another new set of accounts - for example, a new email account, a new hhonor account with new id, a new topguest account, and a new foursquare account. After getting "enough" points from TopGuest to the new hhonor account, combine/merge the new hhonor account to the old hhonor account.
Although you could request to merge hhonor accounts online easily, an internal audit process will take place to review them, just to prevent people from getting unlimited free points from their promotions. If not, anyone could just create 1000 hhonor accounts and get 50000 hhonor points from TopGuest everyday.
