For those book with OTA, EK can cancel the reservation from their side, but refund has to be initiated by original ticketing agency, EK should have already issued waiver code to them.

You can argue until you turn blue but EC and DOT have previously allowed human error to be a reason. Just look at all the threads where tickets have been canceled.

Has Emirates released any official statement on the matter? I pressed the EK agent on the chat yesterday he refused to disclose any reason telling me to speak to the OTA. Cheapoair only sees the ticket being under airline control so they still need to check.

I called Skiddoo, the OTA I booked through, and they saw the ticket status as 'suspended'.
They had to speak to EK directly and called me back, advising the options were:
- Direct routing of PEN-SIN-PEN
- Full refund

Booked with Expedia.de and paid by AMEX.
Cancelled by EK and got email from Expedia.
The transaction was still pending until today, it's been charged and posted on my online statement!

If that's the case EK took over the ticket and dealt with it themselves. This is against convention and rather drastic on their part.

I was also charged on monday, refund request submitted tuesday with the relevant comment. I keep you updated when I receive the full refund and the miles (partial payment).
Note that they said that refund can take a while because of the coronavirus (lot of refund request to handle).
