so can i load these into my bluebird account at walmart with the last 4 digit as the pin or do I have to change the pin first?

I was using the cards the other day at a Wally and a cashier was giving me an odd look. So than she asks me, "where do you get these cards?" I told her I buy them on my miles card to redeem for flights. She's like "ahhh, ok". I think that put her at ease, lol.

Go back to the root of Manufactured Spending and look for a blue New Thread button.

It depends on the mall. Some require form over 3k, some require form when you buy >3 GC, some don't sell >3k/day to you (lazy with paperwork?)

They always have tons of cards at the Simon mall near me. I think we don't have a lot of people buying them for MS.

Same with me. It's never an issue. They offered me the holiday themed cards last time but I just stick with the generic ones so it looks like they have a ton in stock.
