Federal Reserve interpretation of Dodd-Frank financial reform regulations has resulted in Visa/MC gift cards getting PINs as of April 1, 2013.


Setting PINS
  • MetaBank VISA or Sunrise VISA -use the last four digits of the card number (or to set personal PIN call 888-524-1283)
  • US Bank VISA and Mastercard - Newer cards come with a PIN printed on cardstock inside the package. To set/reset PIN, call 866-952-5653. One person reports: VISA that has pre-set PIN locks PIN on first use if not previously reset; always call to set PIN before use. If you forget to reset the pin and you can't unload the funds to your BB, call the toll free # and ask rep. to "reset" the card and they will do some magic and you should then be able to unload the funds at WM.
  • Vanilla VISA and OneVanilla(not MyVanilla, etc) - selection of 4 digits on the first transaction becomes the PIN

At Walmat, many MCs default to credit(and fail) and require pressing a button to change the payment type to debit. Here are the workarounds:

Old POS systems (monochrome black on green terminals and replacement color terminals):
1a. Screen shows "Insert or Swipe Card Quickly" with "Espanol" button in lower right (note if your screen blinks)
1b. Swipe card
1c. Screen shows "Waiting for cashier..." with with working animation in lower center and "Cancel" button in lower right
2. Press "Cancel" on the screen or red button on pad (if your screen blinks, do not hit button until after blink)
3. Press "ATM/DEBIT" from upper left
4. Press "No Cash Back"
5a. Enter PIN
5b. Screen shows "Waiting for cashier..."
6. Cashier hits blue (not green) Debit button on their side.

New POS systems (color terminal):
1. Swipe GC
2. Press "Change Payment" on screen (Yellow button on pad should also work, but screen works better for some. Timing is critical.)
3. Press "DEBIT"
4. Press "No Cash Back"
5. Enter PIN - Screen showing another 'Waiting for cashier...'.
6. Ask Cashier to hit blue color Debit button on the screen

When splitting transactions among multiple cards at a Walmart register, make sure to have the cashier hit the debit button on their physical keypad. If they hit the debit button on the touchscreen, it will not work. If your transaction got declined, try having the cashier hit 'Debit' using the physical keypad on the right of the screen.

As of 6/19/2014, Walmart rejects Debit attempts above $49.99 on all cards issued by InComm/ITC Financial Services, namely all Vanilla VISA and OneVanilla. There is no workaround.


Error Messages
DEBIT NOT AVAILABLE
Not enough funds available to cover whatever amount was typed in, or most likely NOT typed in.

DEBIT NOT APPROVED
Received when the card's monthly load limit had been reached.

HOST TIMEOUT
Connection problems. The GC may be drained but the transaction should reverse itself, and funds will become available again.

Does anyone one know how to set pin for Mcafee rebate card issued by Meta bank? Is it the last four digit card number?

Has anyone that has to be sneaky at Walmart when using GCs ever stacked your regular debit card on top of a GC, and slid both through the register? I always have my debit card stacked on top, but have to remove it to swipe the GC. I'm usually pretty quick but yesterday I got caught and the cashier cancelled the transaction.

Can't say I ever bothered, I'd say it looks more suspicious trying to do that than just swiping a GC. I always give BB, tell em amount, confirm, take GC out of wallet and swipe and place back in wallet. If they ask to see it it's just that easy to take out my debit card instead since they can't tell what I put in the wallet.

So is it now policy that Wal-Mart will not accept GC for BB reloads?? how about using GC for MO at wal-mart?

It's "policy" but at the walmarts I have been at I don't think any cashiers gave enough of a @#$! to even bother enforcing it.


Apparently in some areas of the country some walmarts are strictly enforcing it though...probably the high fraud areas.

I have a card that didn't work at a supermarket for MO or at WM for BB load. I'm thinking it's just one of those dud that folks report. It's a us bank Visa. I'm assuming that AP is my only option to liquidate?

Go to a different store... I never had a problem buying MO's at Krogers or Safeways

I was at a mall out of town the other day and they had 'Simon Visa' cards from US Bank. I think you had to take the cardboard hanger to the counter to get the GC and it didn't have any terms listed on it. The fee was only $2.95. Can a PIN be set? Has anybody tried to buy MO's with these? I would've bought one but I'm getting the WF 5% card so it doesn't matter right now.

This is part of the game, you should have bought one and placed $25 on it and done your own experiment, this is how information gets shared.

Did it say DEBIT card on it? Did it say VISA and or MasterCard on it? according to the web site the Simon Visa Cards can have PIN's set. So if you can really buys these for $2.95 it's a steal... Can I ask where you found these?

I would have bought one as a test but like I said, I just got the WF 5% card so I don't need the Simon Visa cards at the moment. I am assuming they are available at all Simon Malls:

They were Visa cards, didn't notice if they had MC or AMEX. The fee was $2.95. It was just a cardboard hanging on the rack with very little info on it. I guess you had to take it to customer service and they would give you the card. I would have been excited to jump on this had I not just got the WF 5% card.

I did search through this topic and saw some people talking about US Bank debit cards, which is what they were (it said, Simon Visa by US Bank, or something similar). I wasn't sure if they were the same ones people were talking about in this topic.

At purchase, the cashier will hand you a little folder with the card and T&C insert in it. About halfway through the T&C insert are the PIN-setting instructions. I haven't used them to buy MO's, but I don't see why they wouldn't work as well as any of the Vanilla GCs.

It works just like any other VGC. Called the # on back the GC. #7 to change the PIN. And it works with MO purchase at Walmart.
