There is a new thread for 2017: http://www.flyertalk.com/forum/manufactured-spending/1819569-pin-available-now-visa-mc-prepaid-debit-cards-2017-a.html

Federal Reserve interpretation of Dodd-Frank financial reform regulations has resulted in Visa/MC gift cards getting PINs as of April 1, 2013.

Setting PINS
  • MetaBank VISA or Sunrise VISA -use the last four digits of the card number (or to set personal PIN call 888-524-1283)
  • US Bank VISA and Mastercard - Newer cards come with a PIN printed on cardstock inside the package. To set/reset PIN, call 866-952-5653. One person reports: VISA that has pre-set PIN locks PIN on first use if not previously reset; always call to set PIN before use. If you forget to reset the pin and you can't unload the funds to your BB, call the toll free # and ask rep. to "reset" the card and they will do some magic and you should then be able to unload the funds at WM.
  • Vanilla VISA and OneVanilla(not MyVanilla, etc) - selection of 4 digits on the first transaction becomes the PIN

At Walmat, many MCs default to credit(and fail) and require pressing a button to change the payment type to debit. Here are the workarounds:

Old POS systems (monochrome black on green terminals and replacement color terminals):
1a. Screen shows "Insert or Swipe Card Quickly" with "Espanol" button in lower right (note if your screen blinks)
1b. Swipe card
1c. Screen shows "Waiting for cashier..." with with working animation in lower center and "Cancel" button in lower right
2. Press "Cancel" on the screen or red button on pad (if your screen blinks, do not hit button until after blink)
3. Press "ATM/DEBIT" from upper left
4. Press "No Cash Back"
5a. Enter PIN
5b. Screen shows "Waiting for cashier..."
6. Cashier hits blue (not green) Debit button on their side.

New POS systems (color terminal):
1. Swipe GC
2. Press "Change Payment" on screen (Yellow button on pad should also work, but screen works better for some. Timing is critical.)
3. Press "DEBIT"
4. Press "No Cash Back"
5. Enter PIN - Screen showing another 'Waiting for cashier...'.
6. Ask Cashier to hit blue color Debit button on the screen

When splitting transactions among multiple cards at a Walmart register, make sure to have the cashier hit the debit button on their physical keypad. If they hit the debit button on the touchscreen, it will not work. If your transaction got declined, try having the cashier hit 'Debit' using the physical keypad on the right of the screen.

As of 6/19/2014, Walmart rejects Debit attempts above $49.99 on all cards issued by InComm/ITC Financial Services, namely all Vanilla VISA and OneVanilla. There is no workaround.

Error Messages
DEBIT NOT AVAILABLE
Not enough funds available to cover whatever amount was typed in, or most likely NOT typed in.

DEBIT NOT APPROVED
Received when the card's monthly load limit had been reached.

HOST TIMEOUT
Connection problems. The GC may be drained but the transaction should reverse itself, and funds will become available again.

This is exactly my point.. all jests/judgement aside.
People question all the time how/why these services/programs are even in existence because we all usually just see the MS side of it.

Fact is, there are plenty of real people out there who (for whatever good or bad reason) think that spending money like this is a good option - or at least their only option. Unfortunately, I think that most of the people that pay these fees are the ones that can least afford to do so.

Ben H and WhateverDude...go to your room.

Seriously, I try to educate friends and family about these products. But, even then, some folks want to do business their way. That's fine by me.

A lot of people just do not want to mess with MS. It can bit of a bear as my many trips to WM and drugstores will attest.

Tried to load 10x $200 cards today on two BB's (4 USBank MC's and 6 MetaBank Visa's):

Everything loaded fine except for one of the Visa's. I called it in and re-confirmed my pin, but the same problem happened. I'll mess more with it tomorrow, but wanted to give an update. All cards were bought at Office Max.

The concept is easy, but the work that is involved it tough and people just don't want to deal with it. This is why I have so many BB cards. I have family who are just too lazy to do the work.

If one ever interested how they differentiate prepaid cards vs other types:
https://www.bindb.com/gift-cards-fraud.html

The site has BIN (first 6 digit) lookup, try...

I struggle with the mother daughter pair and their lot in life. I’m not sure how to help them.

Sometimes I feel bad when I'm buying $1K of ice cream, making $40 net for my 20 minutes ($120/hr -- EDITED FOR MATH).

How many hours did she work in order to get that $3 after taxes? Obviously, we don't know, but there's a good chance she worked longer and harder than we did.

I've tried just a bit here and there to help people with this concept -- how many hours did you work in order to get this (video game, beer, fill in the blank). Most people don't want to hear this. They get mad.

I suspect that fear is a huge motivator. There is probably a fear of looking dumb -- "If I got a Bluebird card, I might not know how to use it". Ditto with check cashing stores / bill pay / money order places. With a credit union a mile away, people will continue to use their old standby, the payday loan / check cashing etc place at huge multiples of cost at the CU.

There's also the time / stress element. I get off on thinking about this stuff in my easy chair with a beer in my hand -- I'm very relaxed. The mother in the story above might have no free time at all between job(s), parenting (often single) and have little money to use to pay her expenses -- juggling all the time. (Yes, I know I'm making all sorts of guesses and suppositions. It's just one little mind exercise). The stress prevents her from making wise decisions, while my sitting back in the easy chair opens my mind to wise decisions and novel ideas.

I know this is more of a psychology forum topic, but thought I'd drop it in here.

peir11 -- thanks for interesting information.

If I infer what you are implying, you are challenging us to get at least one of every card on BinDB's list. Game on!

Thats the way I read it too! Hahaha

The article is, in my opinion, pro scammy auto sign up hijack customer, and anti MS

Had another (my second total) MC GC from hell. Purchased from a grocery store. Same variety that I have used multiple times before. Not a Celebrate card. Have reset the PIN multiple times. Failed multiple times to load to BB at multiple registers at multiple locations. Today I resorted to trying it for a MO. Failed again. Debit Not Available Appr. Code = 75.

Resorted to AP

Reading back in the thread, it appears that code 75 is PIN attempts exceeded, but don't think that was true. And wouldn't calling in to reset the PIN fix that anyways? I called in this morning to reset again before I headed out.
