Background
From time to time, AY will make the Y traveller an offer to upgrade. This thread lists when, how and and how much the upgrade is.
Selection process is unknown, but it is likely that neither fare class on original ticket nor tier status of traveller is a selection criteria, at least not to travellers advantage. From the reports made so far, both travellers with and without FF# in the reservation have gotten offers.
Offers are likely made only when Y is oversold or nearly full. Some travellers have reported declining offer and being upgraded for free later ("op-up").
Offers are fixed price offers, either in € or in AY+points. The latter kind is only valid for members of AY+, while €-offers are directed to all kind of travellers.
Offers are made either in mail or via text message and recipient has 72 hours to repspond. Some reports says this time is now shortened to 48 hours. Text message offers typically arrive close to departure and may not state a last time to reply.
Offers in text message can be replied to and upgrade is instantly processed. Offers in mail has occasionally not cleared (said to be "sold out" when accepting offer too late).
If offer is accepted and upgrade clears, new ticket is issued in F, so a confirmed upgrade with all perks of business class included. Mileage earning is according to original fare class however.
Development
In august 2015 AY announced a trial to let travellers bid for upgrades, initially on AY89 and AY90. It is likely that bidding will affect the number of fixed price offers.
The trial has been made permanent, and the bidding for upgrade has been extended to more longhaul routes.
The program has also led to a consolidation of upgrade options to one webpage
https://www.finnair.com/int/gb/upgrade-options
where you can upgrade by bidding, by using AY+ points or by accepting last minute cash offers. The latter ("Last minute" offers) are the same as have been discussed in this thread.. Finnair still pushes those offers via e-mail and text-message, but now also shows them on this webpage.

The prices in the new upgrade tool seem to be lower. A few days ago, the app offered SVO-HEL for around EUR 190, and now I could upgrade the same route for EUR 79 through the app. Still did not take Finnair up on the offer though, no matter how delicious the coveted riistaleipä sounds.

One odd observation. I have a flight where there are U availability. So with this new "upgrade center" and the new app, I went to chek how it looked. I got different offers depending on where I checked the upgrade. Not different price but on instruments. One showed points and money, the other showed voucher and points.
And now when I went back to document it and post here, all upgarde space have been removed from app! But on www I can now upgrade with cash or points. Strange.

Lucky me I was browsing U availability on a flight that I was waitlisted, found space and called AY, the Lumo Janica could not see it but said will check back if they can release me the U seat since I could see space, and surprise I got upgraded ”after checking other department”.
okay lucky me but highly inconsistent.

AY861 HEL-GOT - 7500pts via the app, I took this one as the transit time from AY270 is only 35 min and most likely no time for breakfast in the zoo.
AY1431 HEL-TXL - 54€ or 10k in the app, same breakfast challenge but most likely will skip this anyway.
Ticket type: Value
Tier: AY Plat
Validity: -

HEL-PRG 62€, in App
PRG-HEL 59€, in App
HEL-VIE, 82€, in App - did not took this. half empty A321 with 11 rows of J (4 occupants)
VIE-HEL, 110€, in App - took this one with voucher
Seems that 95% of my recent flights there has been an option for instant ugprade in App though (all SH and probably not to most businetic destinations).

Long haul business,
HEL - CAN : in app and web, 368eu. T30
Validity: not specified
Original ticket: campaign
CAN - HEL: not available (Chinese new yr time maybe the reason) T36
Original ticket: basic
Haven't decided yet if I will take it. This is one of the much less busy route. I remember in the past (half a year ago?) Is usually around 400eu. For a struggling silver/gold user like me, only 50eu less is not that tempting, esp I got several times op up in this route. Maybe waiting is the best option that I can still pay upgrade at check in
≠=========
Update:
3 days later,
HEL - CAN : in app and web, 377eu. T27
Validity: not specified
(Took)
≠=========
Update:
HEL - CAN : in app and web, 392eu. T14
Validity: not specified
(Took for my better half, because we are on separate reservation and last time upgrade availability was only one seat, since then no upgrade offer until T14)
I am interested to see what price it will be over the counter on departure.
