The Ministry of Health still had many countries listed as "Orange" such as Marshall Islands, Maldives, Afghanistan, Mexcio, North Korea and even the " Netherlands" (even through they entered a strict new lockdown) and still provide opportunities for those interested in traveling.

VISA HOLDERS WHOSE CENTER OF LIFE IS IN ISRAEL WILL BE TREATED LIKE ISRAELI CITIZENS FOR ENTRY AND EXIT RULES
This applies to those with the following visas:
A-1, A-2, A-3, A-4, A-5, B-1, B-3, B-4
Regarding a non-red country: you can fly there and return from there as you please with no pre-approval needed
Regarding a red country: you need approval to fly to a red country just like an Israeli does, you can return from a red country as you please

IT'S OFFICIAL: USA, CANADA, ITALY, SWITZERLAND, BELGIUM, GERMANY, HUNGARY, MOROCCO, PORTUGAL AND TURKEY TURNING RED
The government has now voted.
At midnight Israel time between this Tuesday and Wednesday, the following countries become red: USA, Canada, Italy, Switzerland, Belgium, Germany Hungary, Morocco, Portugal, and Turkey.
We are still working with the authorities on the precise exceptions that will be allowed to apply for permits to enter Israel from red countries. We are also working with authorities to better understand under what circumstances Israeli citizens will be allowed to travel from Israel to red countries.

At the moment extreme humanitarian cases are allowed - funerals, extreme physical or mental health emergencies, and parents for weddings.
Please note that all current approvals become null and void on Tuesday at midnight and you will need to re-apply for a permit even if you fit the exceptions criteria for a red country.
DUAL CITIZENS - LEAVING ISRAEL WHEN A COUNTRY IS RED:
1. If your home country is red, and you are NOT an Israeli citizen, you can leave Israel without filing for any special permission. Please be aware, however, that flights dwindle over time once a country turns red.
2. If you hold dual citizenship (Israeli citizenship and citizenship of a red country), you are obligated under Israeli law to seek permission to leave Israel (an Exception). The most common reason is that one’s center of life is outside of Israel, and you prove it with examples of residency - e.g., employment documents, utility bills and any other document that shows your center of life is out of Israel.
3. The current list of criteria to leave Israel to a red country is here. There are 20 exceptions and this document gives you the evidentiary requirements to meet the standard. It is available in Hebrew only. We will post a translation later today.

5. A word about student visa holders: If you are a student visa holder and are contemplating leaving Israel after your home country turns red, there is a significant risk that you might not be allowed back into the country. It is far from clear that you will receive a special permit to enter. However, if you are stranded outside of Israel when your home country turned red, you can request an ishur with the Consulate. Latest Update from Yad L'Olim regarding who can leave Israel to a RED country:Anyone with Israeli citizenship (including dual citizens) or an A-class or B-class visa (not including B-2 tourist visa) over the age of 16 must apply for approval to be able to fly to a country which Israel has labeled as red.

The application for this special approval is done on line using this link:

The application must be submitted along with the specified documents.



Situations for which an exception to leave Israel may be granted:

1. Going back to your permanent residence.

• Declaration of the passenger that he will leave the country for a period exceeding 90 days.

• Documents attesting to residence abroad.

2. Funeral of a first-degree relative.

• An official document from the hospital or funeral home confirming the death of a relative.

• A photocopy of a certificate attesting to first degree relation (birth certificate)

• Approval of the burial company confirming the date of burial

3. Accompanying a first degree relative for a funeral

• A document indicating a first relative to the person in mourning.

• A statement of the need to accompany the person in mourning.

• Immunization / recovery certificate / green pass of the person seeking to accompany the person in mourning.

• Exceptions committee approval for the person in mourning (number 2 above)

4. For your own wedding or the wedding of a child

• Documents attesting to registration for a wedding at an official institution in the destination country that include the details of the bride and groom.

• For the parents: Documents indicating first-degree relatives to the groom/bride (birth certificate)

5. Exit for business – businesses that have been defined as essential by a qualified person.

• Letter from a government office confirming the essential need for travel.

• Proof that this is the primary livelihood for the family (not official yet, we are lobbying for this)

6. Receiving essential medical treatment that cannot be delayed for the applicant, or another person dependent on him/her, such as treatment requiring full hospitalization (including hospitalization for the purpose of mental health care) and which is not provided in the country where the applicants are located.

• A document from the treating institution translated into Hebrew (notarized by a lawyer or a certified physician) in the destination country.

• A medical document from an Israeli doctor

• Hospitalization document translated into Hebrew (notarized by attorney or a certified physician)

7. Going to visit a parent aged 80 and over.

• Birth certificate attesting to first degree relationship (and birth certificates of parents showing their age)

8. Assistance to a first-degree relative who is in distress who can’t be helped by anyone else in that country.

• A medical document indicating the need for relief and urgent assistance to the person in distress.

• A statement that the needy person is unable to be assisted by another person who is in the destination country.

• Birth certificates attesting to first degree relationship

9. Lone Soldiers

• The documents will be submitted through individual IDF commanders.

10. Medical treatment provided unique to certain countries, such as organ transplants.

• Confirmation from an Israeli medical institution or a specialist Israeli doctor about the uniqueness of the treatment.

• A certificate from the doctor in the destination country translated into Hebrew (notarized by a lawyer or a qualified doctor) on the necessity and uniqueness of the treatment.

11. Unique rehabilitative care such as treatment done after a unique operation abroad.

• Confirmation from an Israeli expert doctor on the uniqueness of rehabilitative treatment in the destination country.

• Approval of the rehabilitation institution or of the expert in the destination country is translated into Hebrew (notarized by a lawyer or a qualified doctor).

12. Exit of minors to visit parents.

• Certificate indicating recovery / vaccination of the minor

• Birth certificate attesting to first degree relationship

• A document signed by both parents about the necessity of the trip.

13. Accompanying minors for those who have received a permit under section 19 above

• Documents attesting to family relation of the accompanying person

• Confirmation of recovery / vaccination.

• Exceptions committee approval for the minor to leave (number 12 above

14. A legal proceeding for a person who is a party to a lawsuit or is required to participate in it and provided that it is not possible to participate remotely.

• Legal documents proving that the applicant is a party to the proceedings.

• Affidavit signed in front of an attorney regarding the party involved

• Proof of the actual existence of the legal procedure, its date and essence.

• Confirmation from the court that the applicant’s appearance is essential and cannot be pushed off, or alternatively an affidavit signed before an attorney explaining the nature of the legal proceedings and explaining why the applicant’s remote participation is not possible.

• Subpoena from a court for the arrival of the applicant indicating his urgent obligation to appear and explaining why the hearing cannot be held remotely.

15. A vital need concerning Israel’s foreign relations or national security – with the approval of the Director General of the Ministry of Foreign Affairs, the Ministry of Defense or the Prime Minister’s Office, as the case may be.

• A letter of support from the relevant ministry (Ministry of Foreign Affairs, Ministry of Defense or Prime Minister’s Office) confirming the necessity.

16. Citizens or residents who also serve as representatives of various countries / missions of the State of Israel – with the approval of the Ministry of Absorption, the Ministry of Education, youth movements, etc.

• A document from the sending / authorized body indicating the necessity of the trip.

• Declaration of the passenger on her/his mission and the necessity of the trip.

17. Professional athletes (and those accompanying them) for the purpose of participating in the competition:

• Confirmation from the Ministry of Sports on the athlete’s affiliation and the holding of the competition.

• Approval from the organization to which the athlete belongs.

18. Individual professional athletes for participation in international competitions:

• A document from the organizers of the competition attesting to the existence of the competition and the invitation of the athlete.

• The athlete’s statement about his unique occupation and the importance of his participation in international competitions.

19. A humanitarian need or a special personal need not mentioned above

• Letter from a mental health professional or medical doctor explaining the need for the trip to be made at this specific time

• Documents detailing the need are translated into Hebrew. (With the approval of an attorney or doctor certified).

Cabinet to approve aid for Israel’s tourist industry - Globes

"The cabinet decision also allows the Ministers of Finance and Tourism to provide assistance for an additional three months, if restrictions that harm the incoming tourism industry are extended for the first quarter of 2022. This is likely due to pessimistic forecasts about the spread of the Omicron variant and the introduction of additional restrictions, including a potential lockdown to combat the fifth wave."

MOH recommended that Israel drastically shrink the number of countries that travel to and from is banned due to the Omicron coronavirus variant from 60 to 15. The list is set to no longer include most of Africa, as well as Italy, Germany, Sweden, Denmark, Ireland, Belgium and Finland. However, health officials did recommend adding Mexico as a "red" country. The decision to change the list would take effect on December 30 at midnight - the night between Wednesday and Thursday, pending approval by the government and the Knesset.

- TRAVEL - RED states: the list of red states will be Mexico, US, Canada, Ethiopia, France, Hungary, South Africa, Nigeria, Portugal, Spain, Switzerland, Tanzania, the United Arab Emirates and the United Kingdom. (Assuming approval.)

What about the travel ban for tourists? The travel ban for tourist is in effect until December 29th which is tomorrow and I haven't read any news about it, will the travel ban for tourists be extended or not?

Kol Hakavod to Dov Lipman and his team at Yad l'Olim who have been working tirelessly on our behalf, and today made a huge breakthrough in making travel abroad more accessible - see below:

With thanks to MK Gilad Kariv (Chairman of the Law & Constitution Committee) who I have been working closely with for weeks, based on a Knesset hearing that just ended, the following changes to current policies are EXPECTED to be made within 24 hours:
1. A category on the exceptions to leave Israel to a red country for those whose source of primary livelihood is in the red country.
2. Allowing all first degree relatives and grandparents to leave Israel to attend weddings, births, and bar/bat mitzvahs. And for the option to include second degree relatives like uncles and aunts.
3. A dedicated emergency email address for entrance to Israel for immediate humanitarian issues.
4. Government compliance with previous decisions to allow grandparents to enter Israel for lifecycle events.
Yad L’Olim will work to oversee all of this to make sure it’s all implemented as promised. We are also working hard for the removal of all countries from red lists and for opening travel up much more in both directions.

Yea but donesnt the person/people have to quarantine for 7 days when they return if they were in a Red country? that alone would keep me from leaving unless I absoluetly had to

Israel set to reopen Sunday to some vaccinated tourists; US and UK still out
The Health Ministry said Monday that it would allow fully vaccinated tourists from some countries to enter Israel starting Sunday, January 9, ending an almost-blanket ban on noncitizens arriving.

Foreign travelers who have not been vaccinated or recovered will still not be permitted to enter Israel. Visitors from countries on the Health Ministry’s “red” no-fly list are also still barred from coming.

The Health Ministry on Monday recommended that Canada, France, South Africa, Hungary, Nigeria, Spain and Portugal be removed from its list of “red” countries. Travel to and from the United States and United Kingdom remains forbidden.

At this time tourists from RED countries can not enter. It is supposed to change in a few days
